SUMMARY
The Vice President, Payroll & Billing is responsible for the overall leadership, direction and performance of the payroll and accounts receivable shared service organization (>85 team members), which serves each of our healthcare staffing brands. This role ensures our team provides accurate and timely services to pay our healthcare providers and corporate support staff, as well as bill and collect from our customers. Also, this role develops and implements strategies, internal controls, and operating procedures to support scalable and efficient service delivery across all brands, locations, and systems (Bullhorn, ADP, and Workday). In the future, this role could also lead the Accounts Payable and T&E functions as well.
RESPONSIBILITIES
1. Strategic Leadership
- Provide strategic direction and operational leadership for payroll and billing operations, including field payroll (19,000+ clinician placements in 2024), corporate payroll, billing, and cash application
- Partner closely with Finance, HR, IT, and Operations leaders to align shared services with enterprise priorities
- Establish a high-performance culture focused on accountability, service excellence, and continuous improvement
- Lead shared services continued integration efforts, including for future acquisitions
2. Transformation & Process Optimization
- Lead strategy and execution for the optimization of pay/bill within our Bullhorn, ADP, and Workday ERP systems, resulting in a higher-ROI operating model
- Drive standardization and integration of processes across functions and brands
- Evaluate and redesign end-to-end processes to improve efficiency, accuracy, and scalability
- Champion automation, transformation, and decision-useful reporting to business leaders
3. Operational Excellence
- Ensure accurate and timely processing of weekly payroll and billing
- Implement and maintain strong internal controls, policies, and governance frameworks to ensure accuracy, efficiency, and compliance with all federal, state, and local regulations
- Establish key performance indicators (KPIs) and reporting dashboards to monitor performance and identify improvement opportunities. For example, payroll and billing accuracy, DSO, service levels, and cost-to-serve metrics
- Serve as an escalation point for complex operational or clinician/client-related payroll and billing issues
- Optimize service delivery through effective workforce strategies, including shared service centers, offshore resources, and strategic third-party partnerships
4. Cross-Functional Partnerships
- Collaborate closely with Brand Leaders, Recruiting, Sales, HR, IT, Finance and Marketing.
- Partner with emergency response (strike) staffing brand to ensure payroll and billing scale quickly and efficiency
- Lead Payroll and Billing readiness and integration for M&A activity, new brand initiatives, or system transitions
- Manage relationships with external payroll service providers, clients, vendors, and government agencies as necessary
5. Compliance, Quality & Risk Reduction
- Stay abreast of changes in payroll regulations and industry best practices to ensure compliance and mitigate risks
- Maintain internal controls for adjustments, credits, write-offs, and approvals
- Reduce risk through audit readiness, documentation standards, and strong governance
- Ensure adherence to contract terms, payer requirements, and healthcare industry regulations
6. Leadership, Talent Development & Culture
- Build, lead, and develop a high-performing Shared Services organization
- Assess and upgrade talent to meet evolving organizational needs
- Drive workforce transformation, including upskilling and leadership development
- Foster engagement, collaboration, and continuous improvement across teams
- Build future leadership bench through structured development, cross-training, and career pathways
7. Other
- Performs additional duties as requested by management
- Participate in special projects and initiatives as assigned by senior management to support the strategic objectives of the organization.
REQUIREMENTS AND EXPERIENCE
- 12-15+ years of progressive payroll, AR, and/or shared service leadership experience
- Experience in the staffing and/or healthcare industries strongly preferred
- Experience leading multi-brand, multi-location shared service operations
- Strong analytical and strategic thinking skills, with a solution-oriented mindset and the ability to navigate ambiguity
- Personally exhibits characteristics of resilience and “growth mindset” in the face of new and unexpected challenges, intellectual curiosity and exceptional EQ and fosters these characteristics in others
- Expert proficiency in Microsoft Office products
- Strong proficiency in ERP and other systems for payroll, billing, and A/P required
- Experience with other analytical or financial systems such as Workday, ADP Workforce Now, and Bullhorn strongly preferred
- Bachelor’s degree required (Business, Accounting, Finance, or related field). MBA, CPP, CPA, or related advanced credential preferred
- This is a hybrid role requiring onsite presence at one of our three office locations (Blue Ash, OH; Greenwood Village, CO; and Maitland, FL) at least one day each week.

- Ability to sit for extended periods of time at a keyboard and workstation with low periods of reaching and standing
- Ability to lift up to 15 pounds at times

Compensation Range
$173,400.00 - $216,700.00Benefits include: health, dental, vision, FSA/HSA, company-paid life insurance, 401K with discretionary match, paid time off, paid parental leave, and tuition reimbursement.
