About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at 2nd Signal Brigade, Wiesbaden, Germany.
The initial length of this overseas tour is 36 months with possible extensions up to 5 years.

Duties

• Serve as the brigade’s senior resource management officer, responsible for planning, coordinating, and executing all budgetary, financial, and manpower operations.
• Oversee the formulation, justification, and execution of the brigade’s annual budget, ensuring compliance with fiscal law and the effective use of appropriated funds in a dynamic funding environment.
• Oversee the development and monitoring of spend plans, track obligations and expenditures, and recommend reprogramming actions to ensure full and proper resource execution.
• Provide authoritative guidance to leadership and staff on budget execution, funding availability, contract management, and fiscal accountability.
• Coordinate with requirement owners during the brigade’s Program Objective Memorandum (POM) submission process by identifying resource requirements, preparing data for higher headquarters, and aligning requests with command priorities.
• Supervise a staff of civilian, military, and local national employees, assigning work, setting priorities, conducting performance evaluations, and providing coaching and professional development.
• Lead the implementation of innovative financial management practices, such as G-Invoicing and Power BI dashboards, to increase transparency, improve audit readiness, and strengthen decision-making.
• Promote organizational effectiveness and workforce resilience by managing employee engagement initiatives.
• Implement financial management tools and process improvements, including G-Invoicing and automated reporting dashboards, to increase efficiency and transparency.
• Represent the brigade at resourcing forums and working groups with higher headquarters, providing updates on budget execution and advocating for mission requirements.

• This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
• Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions
• This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• The incumbent of this position must file a Statement of Employment and Financial Interest (DD Form 1555) in accordance with command procedures.
• This is a Financial Management Level 3 Certification position. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
• This position has been designated Mission Essential. Employee may be required to remain on duty or report for duty during severe weather or other installation closings.
• May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
• This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport
• The duties of this position require the incumbent to possess or obtain a valid USAREUR Driver's License. In order to obtain a USAREUR driver's license you must be in possession of a valid state driver's license AND pass a written exam.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

• Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
• In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
• Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
• Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
• If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Specialized experience would be demonstrated by executing large budgets in compliance with fiscal law; guiding senior leaders on financial management and long-range resource planning; supervising military and civilian personnel; implementing financial system improvements to increase efficiency and audit readiness.
