Overview
Doyon Government Group (DGG) provides design-build and general construction services, including demolition, new construction, renovations, and repairs, for government-owned facilities and military installations nationwide.
The Senior Payroll and Benefits Administrator is a senior individual contributor who owns complex payroll and benefits operations while leading process improvements, audits, and vendor management. This role combines advanced accounting responsibilities (carrier billing, general ledger reconciliations, journal entries, tax reporting, bank reconciliations) with end-to-end multi‑state payroll expertise. The Senior Administrator acts as the payroll subject matter expert and escalation point, serves as system owner for payroll/benefits configuration (e.g., Viewpoint, PlanSource), leads cross‑functional initiatives with HR and Payroll, and mentors peers—providing a clear career‑ladder step above the Payroll and Benefits Administrator. Formal people management is not ; however, the role provides day‑to‑day guidance, training, and quality oversight across payroll and benefits workflows.
ESSENTIAL FUNCTIONS:
- Maintain strict confidentiality of all personnel, financial, and sensitive information at all times.
- Own adherence to benefit, payroll, tax, and general accounting regulations and internal controls as part of daily operations.
- Lead daily benefit activities—including enrollments, terminations, COBRA events, life changes, and adjustments—and ensure data integrity across HR, payroll, and carrier systems.
- Coordinate and optimize data transfers for services, premiums, and plan administration; troubleshoot interfaces with vendors and IT.
- Process and reconcile monthly carrier billing; ensure alignment between invoices, payroll deductions, and benefit general ledger accounts; prepare corrective journal entries as needed.
- Support implementation and maintenance of new benefit programs, systems, and tracking methods; document SOPs and train stakeholders.
- Perform all activities to process complex multi‑state payrolls, including maintaining records, processing deductions (voluntary and involuntary), reviewing timecards, filing payroll‑related tax reports, and preparing necessary payroll‑related accounting documents.
- Manage employee wage garnishments and ensure compliance with federal and state requirements.
- Serve as payroll system owner (e.g., Viewpoint): oversee configuration, testing, updates, user access, and issue resolution; partner with IT and vendors to improve functionality and operational efficiency.
- Ensure timely and accurate processing of payroll transactions; design and monitor quality checks that prevent errors and rework.
- Prepare, balance, and post period‑end payroll reports; reconcile payrolls to designated payroll accounts; oversee quarterly payroll tax reconciliation and filings.
- Lead preparation for internal and external audits (payroll, tax, and 401(k)); compile payroll records, deduction reports, reconciliations, and supporting documentation; respond to auditor inquiries.
- Administer benefits programs (health, dental, vision, retirement, and other offerings), ensuring accurate enrollment, payroll deductions, and compliance with HIPAA and ERISA.
- Manage relationships with payroll, benefits, and HR vendors; ensure accurate data processing, billing, system performance, and timely issue resolution; negotiate improvements where appropriate.
- Act as escalation point for complex payroll and benefits issues, employee inquiries, and compliance concerns; provide training and guidance to employees on timecard entry, payroll procedures, benefits enrollment, and available programs.
- Prepare and analyze statutory and internal reports (e.g., ACA reporting, payroll tax filings, reconciliations, financial summaries) and deliver insights to leadership.
- Partner with Human Resources and Finance on compliance initiatives, audits, budgeting, and reporting.
- Proactively identify payroll risks or process improvement opportunities; propose solutions, secure alignment, and implement changes that enhance accuracy, compliance, and efficiency.
- Prepare and distribute payroll‑related data and reports to corporate, accounting, HR, and other stakeholders as for audits, compliance reviews, and annual reporting processes.
- Other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
- Advanced understanding of benefit administration, HIPAA, ERISA, ACA, and multi‑state payroll tax laws.
- Expert knowledge of payroll systems and HRIS platforms; ability to serve as configuration owner and troubleshoot complex issues.
- Strong accounting acumen across journal entries, GL reconciliations, audits, and carrier billing.
- Clear written and verbal communication; ability to train and guide employees and peers.
- Ability to organize and write procedures (SOPs) in a logical/methodical manner; strong time‑management skills.
- Excellent attention to detail with a continuous‑improvement mindset.
- Collaborative team player who can lead cross‑functional efforts without formal authority.

QUALIFICATIONS:
- Bachelor’s degree in Accounting, Business Administration, Finance, Human Resources, or an equivalent combination of education and experience.
- Five to seven years of progressively responsible payroll experience, including multi‑state payroll processing and compliance; CPP certification preferred.
- Three or more years of accounting experience (journal entries, GL, audits, reconciliations).
- Advanced proficiency in Excel and strong reporting/analytics skills.
- Experience preparing ACA reporting, payroll tax filings, and supporting internal/external audits.
- Experience administering benefits programs and reconciling carrier billing to payroll deductions and GL.
- Demonstrated ability to mentor peers, lead projects, and collaborate effectively with HR, Finance, IT, and external vendors.
WORKING ENVIRONMENT: The majority of work is performed in a professional remote office environment, with regular collaboration and communication with employees, clients, and business partners representing a variety of roles, functions, backgrounds, communication styles, and abilities. Occasional work may be performed in a traditional office or project-site setting, as business needs require.
PHYSICAL DEMANDS: The work is generally sedentary, requiring routine walking, standing, bending and carrying items weighing up to forty pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this Job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. Occasional travel .
SALARY & BENEFITS: Salary range for this position is $106,800.00-$110,000.00 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location. Employees are eligible to enroll in medical, vision, dental, flexible spending, employee assistance program, group and voluntary life and disability insurance and 401(k) retirement plan. Paid Time Off, 10 paid holidays, 5 bereavement and 10 jury duty paid leave.
