Position Highlights 

Payroll Services has an opportunity for an experienced Senior Payroll Analyst with a thorough knowledge of payroll practices and statutory requirements, excellent interpersonal and mentorship skills, and who is able to prioritize and manage multiple work projects.

This position requires a Payroll Compliance Practitioner (PCP) designation and experience in a senior role of a large, full cycle payroll in a unionized environment.  

Responsibilities

• Coordinates the technical operations of the Payroll Department in the planning and preparation of all payroll and time related transactions, including identification, analysis, and resolution of errors;
• Plans, prioritizes, and monitors payroll activities and workflows to ensure service standards, accuracy, and legislative timelines are met;
• Provides training and technical guidance to the payroll team to ensure compliance with relevant policies, procedures, collective agreement and government regulations;
• Oversees payroll processing, financial reporting, and employee time records, ensuring accuracy and compliance;
• Acts as the escalation point for complex payroll, system, and stakeholder issues, and contributes to payroll system enhancements and projects;
• Monitors payroll risks and regulatory changes, assessing impacts and recommending actions to support compliance and mitigate risk;
• Researches, analyzes, calculates and prepares all payroll-related transactions to ensure compliance with established schedules for employee remuneration;
• Develops and enhances payroll processes and procedures in line with best practices and internal controls, providing recommendations on policy and operational improvements;
• Oversees payroll reporting and processing, including reconciliations, remittances, T4 activities, and complex payroll transactions, ensuring accuracy, compliance, and timely delivery;
• Liaises with systems teams and interfacing departments to discuss requirements, schedules, results, day-to-day production problems and new processes;
• Performs research into system problems to determine origin of errors, and with system experts to solve;
• Provides technical support and tests system enhancements for the department;
• Handles escalated issues from the team and responds to a variety of payroll-related enquiries/issues from internal and external customers.

Position Requirements

• Payroll Compliance Practitioner (PCP) designation from the National Payroll Institute;
• Post-secondary education in accounting, business administration or financial management;
• A minimum of two years’ experience in a senior role of a large, full cycle payroll in a unionized environment is required;
• Equivalent combination of training and experience will be considered;
• Demonstrated ability to motivate teams and communicate complex payroll issues clearly;
• Thorough knowledge of federal and provincial laws, legislation, regulations related to payroll;
• Thorough knowledge of payroll, financial, accounting, tax policies and practices;
• Technical knowledge of payroll related software applications and general knowledge of pension, benefits, HR, finance applications as they relate to payroll;
• Knowledge to identify, investigate, analyze payroll and time data and resolve complex errors and omissions;
• Ability to manage multiple priorities with high attention to detail while working with frequent interruptions;
• Ability to collaborate with other teams and synthesize technical, financial, and legislative information into clear options and recommendations for special initiatives.
• Ability to oversee, plan and prioritize daily payroll operations while ensuring strict compliance with regulatory deadlines;
• Ability to develop written documentation related to system functions and training activities;
• Knowledge of corporate and human resources policies, procedures, and the collective agreement related to payroll and time;
• SAP payroll software is an asset.

Work arrangements defined: 

• Hybrid 8 – you will work a minimum of 2 days per week at your primary office headquarters, subject to operational requirements. The remaining days will be remote within British Columbia.
