- The Senior FMS Financial Analyst will provide financial management support for Foreign Military Sales (FMS) programs by performing complex financial analysis, budget formulation and execution, financial tracking, and program oversight.
- The Senior FMS Financial Analyst also supports management activities, corporate initiatives, special projects, and data calls, providing financial analysis and recommendations that support organizational objectives and ensure compliance with applicable financial management policies and procedures.
- Analyze total program financial requirements for development of P&A, LOA, amendments, modifications, revisions and other pricing elements.
- Apply knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the BFM and Program/Case Manager.
- A minimum of eight (8) years DoW financial management experience.
- Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR).
- Demonstrates knowledge of DoD FMR, FAR, PPBE, and DoN procurement policies and procedures experience. Experience in the preparation of P&As, LOAs, amendments, modifications, and revisions within DSAMS is required.
- Experience in case reconciliation, case management, and case closure are required. Experience in maintaining CEPT and participation in Financial Management Reviews (FMR) is required.
- Demonstrated knowledge of FMS financial policies and procedures is required. A working knowledge of DOD SAP policies and procedures relating to FMS is required.
- Experience in NERP, DSAMS, and MISIL, SCIP and DIFS and other DoD financial automated accounting & budgeting systems is required.
- AMS experience Highly desired.
- Proficiency with MS Office.
- Strong analytical, organizational, and problem-solving skills.
- Solid written and verbal communication skills.
- MA/MS Degree in business, management or relative technical discipline.
- Allowable Substitutions for Education include:
- Bachelor’s Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
- Associate Degree plus four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
- Six (6) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
- U.S. Citizenship required.
- Must be able to obtain and maintain a Secret security clearance.
- Must be able to obtain a valid passports within 90 days of hire.

The estimated base salary range for this position is $109,000.00 - $132,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
