Financial Analyst

Summary

This position is located at Departmental Offices,Domestic Finance - Financial Markets. As a FINANCIAL ANALYST, you will serve as the expert on the interest rate calculations delegated to the ODM by the Secretary of Treasury. You will resolve analytical, technical, and operational debt management issues in a timely manner, formulate and implement new certification policy, and provides insight into the consequences of IRC changes for the government, financial markets, and the economy.

Duties

As a FINANCIAL ANALYST, you will:

• Plan, design, and implement interest rate calculations of significant scope, complexity, and far reaching impact for government wide programs and trust funds.
• Oversee the completion of mission critical IRCs and daily yield curves assuring that the tasks are achieved within deadlines and with the utmost precision.
• Respond to inquiries from Congressional staff, Media, and the General Public regarding interest rate calculations and nonmarketable debt.
• Oversee the development of and tests the interest rate certifications in ODM new system, the Treasury Debt Management System, and coordinates ongoing maintenance of the interest rate certification / operational section of the production version of the system.
• Understand sources of available data related to assigned programs; as necessary conduct analysis to assess reliability of available data and identifies additional data needs.
• Compile narrative and statistical material and prepare exhibits and related background information concerning the ODM's debt programs for use in briefing top Treasury officials.
• Perform other duties as assigned.

• Public Trust - Background Investigation may be required.
• All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
• Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
• Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
• If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
• Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:

• Experience preparing reports, briefings, presentations, or correspondence that communicate financial, economic, or technical information to senior leadership, stakeholders, or external audiences. AND
• Experience briefing senior executives and preparing reports, presentations, or recommendations to support executive-level decision-making. AND
• Experience analyzing financial market, economic, legislative, or program data to develop recommendations, resolve analytical or operational issues, and support policy or program decisions. AND
• Experience managing or overseeing recurring financial, analytical, or operational processes that require a high degree of accuracy, adherence to deadlines, and quality control.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
