INTERNAL EMPLOYEES ONLY: This position is open only to the current employees of the Office of the New York City Comptroller. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together. The Bureau of Labor Law sets and enforces the prevailing and living wage, and benefit rates for workers, laborers, and mechanics employed on New York City Public Work projects as well as building service employees on City contracts and certain properties that receive tax exemptions, in accordance with its mandate under state law. The goal of the Worker’s Rights Bureau is to build upon the work that the BLL already does to combat wage theft to expand worker’s rights and enforcement through legislation, policy, procurement, and corporate shareholder engagement initiatives, while strengthening the office’s outreach strategies to educate New Yorkers on their labor rights. The Comptroller's Bureau of Labor Law seeks a motivated, organized and detail-oriented individual to fill the position of Senior Auditor for Data & Innovation. The Bureau performs investigations and conducts audits of contractors who are subject to the prevailing wage provisions of the New York State Labor Law and other relevant state and municipal labor laws. In addition to performing wage audits, this position will play a lead role in the evaluation and implementation of new technologies in the Bureau's audit processes and will assist in implementing new laws in the Bureau's jurisdiction. Duties include, but are not limited to the following: - Conduct audits of books and records of contractors to determine compliance with relevant labor laws. Perform and review calculations; examine records; perform reconciliations; review and verify accuracy of reports; and prepare data in spreadsheet form. - Serve as the Bureau's lead point person in managing data in the EComply system, the City's new online portal for collecting and reviewing electronic certified payroll reports in prevailing wage projects. - Train and support Bureau auditors and other staff in adoption of AI tools and produce guidance materials as needed. - Along with the Assistant Comptroller for Labor Law, participate in meetings with vendors to preview new technologies, and provide assessment and feedback of tools from an audit perspective. Work with the Comptroller's Bureau of Information Systems and Technology to ensure effective Bureau-wide implementation of new systems. - Serve as the lead for the team on cases involving the minimum average hourly wage and Real Property Tax Law 485-x. Support the Audit Supervisor in overseeing staff on minimum average hourly wage and 485-x projects. Review audits performed by the Bureau's auditors and provide feedback. - Perform other related duties as may be required. MANAGEMENT AUDITOR - 40502 A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in auditing, accounting, finance, economics, statistics, law, quantitative or qualitative research methodology, mathematics, data science, management, public or business administration, computer science/information technology, or a related field, and one of the following: (a) one year of full-time satisfactory experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), financial auditing, internal auditing, and/or information technology (IT) auditing; or (b) a valid Certified Public Accountant license issued by the New York State Education Department; or (c) a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA). To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Special Note To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), internal auditing, financial auditing, and/or information technology (IT) auditing.
