Position Overview and Responsibilities:
The Purchasing Analyst position reports directly to the Purchasing Manager within the Bureau of General Services and is responsible for providing procurement support. This position must have a working knowledge of Chapter 287 and 110, Florida Statute,  and Rules 60A, Florida Administrative Code.

Specific responsibilities of the Government Operations Consultant III include, but are not limited to, the following:

Knowledge, Skills, and Abilities:
Expertise in Chapter 287, Florida Statutes, and Rule 60A, Florida Administrative Code.
Expertise in Florida’s public record laws.
Demonstrated ability to provide excellent internal and external customer service.
Demonstrated ability to communicate effectively, both verbally and in writing.
Demonstrated ability to build consensus and successfully lead group projects.
Demonstrated ability to simultaneously manage multiple high-priority projects.
Demonstrated ability to analyze, interpret, and apply complex rules, regulations, statutes, and policies.
Proficiency in the Microsoft Office Suite.
Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, Teamwork

Minimum Qualifications:
•    At least two years of professional public sector purchasing experience. 
•    Experience developing or administering formal competitive procurements for information technology commodities or services, including statements of work, technical specifications, special conditions, evaluation criteria, or solicitation terms and conditions.

Preferred Qualifications:
•    Experience leading or supporting large, complex, or high-dollar information technology procurements in a public-sector environment.
•    Experience drafting IT-related scopes of work, technical specifications, and contract terms for enterprise software, cloud services, cybersecurity tools, telecommunications, or other technology solutions.
•    Experience with State Term Contracts, Alternate Contract Sources, and other governmental purchasing vehicles.

Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday.
