Reporting to the Chief Procurement and Logistics Officer, the Manager Procurement Goods and Services (Manager) is responsible for planning, organizing and managing the procurement of various goods and services for client Government of Nunavut (GN) departments throughout Nunavut in accordance with Article 24 of the Nunavut Agreement and the Nunavummi Nangminiqaqtunik Ikajuuti Policy (NNI), using sound procurement practices. This position provides advice and guidance to the GN Departments on purchasing and contracting procedures. The position also impacts the operational efficiency of the GN and, in turn, services to employees, managers and other GN departments.
Main responsibilities for the Manager include:
- Examining contract demands and requisitions from client GN departments to ensure effective procurement;
- Identifying the most appropriate method of procurement (competitive, sole source or negotiated);
- Developing Standing Offer Agreements;
- Negotiating Sole Sire and Negotiated purchasing contracts;
- Planning, organizing and directing the activities of reporting purchasing staff;
- Providing assistance and guidance to client GN departments through user-defined needs, requests, requisitions, end-user training, educating client GN departments on expectations and services provided;
- Ensuring staff effectively follow up with client GN departments to address issues of concern and effectively manage purchase contracts.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized:
- Degree in procurement, supply chain management, business administration or related program;
- Three (3) years of experience in public sector procurement, contracting or other related fields;
- One (1) year of supervisory or managerial experience.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
