Job Description
As a Pricing Analyst – Proposals, you will support Nexagen’s proposal development efforts by analyzing solicitation requirements, developing pricing models, and preparing accurate and compliant price volumes. You will work closely with the proposal and capture teams to evaluate labor and cost assumptions, assess pricing competitiveness, analyze subcontractor quotes, and ensure pricing documentation aligns with solicitation instructions. This role requires strong Excel skills, analytical thinking, attention to detail, and the ability to manage time-sensitive deliverables independently in a remote, part-time environment.
Position Responsibilities
- Review Requests for Proposals (RFPs), Requests for Quotations (RFQs), and task order solicitations to identify pricing instructions, evaluation criteria, contract types, Contract Line Item Number (CLIN) structures, and submission requirements, particularly Sections B, L, and M.
- Develop pricing compliance checklists for price volumes and identify ambiguities, risks, and potential compliance issues for the proposal team.
- Develop labor and cost build-ups using labor categories, direct labor rates, indirect rates, escalation factors, and other applicable pricing assumptions.
- Perform cost and price analyses, including comparisons against historical pricing, IDIQ ceiling rates, and available market data.
- Support price-to-win assessments and competitive pricing strategies in coordination with Capture Managers.
- Review subcontractor quotes and pricing submissions for reasonableness, accuracy, and compliance with solicitation requirements.
- Prepare and maintain pricing workbooks in Microsoft Excel that are accurate, traceable, and formatted according to solicitation requirements.
- Develop cost and price narratives and Basis of Estimate (BOE) documentation that clearly explain pricing methodologies, assumptions, and calculations.
- Conduct quality checks to ensure pricing volumes reconcile with technical volumes, staffing plans, labor categories, and other proposal documents.
- Maintain pricing templates, labor rate tables, historical pricing data, and supporting documentation for future proposals.
- Protect proprietary, confidential, and competition-sensitive pricing information in accordance with company policies and applicable requirements.
- Coordinate with proposal, capture, finance, and contracts personnel to meet submission deadlines and support compliant proposal development.
Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, Business, or a related field, or equivalent relevant experience.
- Advanced Microsoft Excel skills, including formulas, lookup functions, pivot tables, and structured workbook development.
- Strong analytical skills and exceptional attention to detail, with the ability to identify discrepancies and validate complex calculations.
- Strong written communication skills and the ability to prepare clear, accurate pricing narratives and supporting documentation.
- Ability to manage competing priorities, work independently, and meet deadlines in a remote, part-time environment.
- Ability to handle proprietary, confidential, and competition-sensitive pricing information with discretion.
- Strong organizational skills and the ability to collaborate effectively with proposal and capture teams.
Preferred Qualifications
- 1–3+ years of experience in federal proposal pricing, cost analysis, or government contract accounting.
- Understanding of government contract types, including Firm-Fixed-Price (FFP), Time and Materials (T&M), Labor Hour, and Cost-Plus contracts, and their pricing implications.
- Knowledge of indirect rate structures, including fringe, overhead, and General and Administrative (G&A) expenses, as well as wrap rate development.
- Familiarity with Defense Contract Audit Agency (DCAA) requirements and compliant government contract pricing practices.
- Experience with Deltek Costpoint, PriceIQ, ProPricer, or similar pricing and cost-estimating tools.
- Familiarity with federal acquisition requirements and DoD proposal development processes.
