    Central York School District is seeking a detail-oriented and dedicated full-time Payroll Specialist to join the Business Office at the Education Service Center. The ideal candidate will possess strong payroll, accounting, and organizational skills. This position plays a vital role in ensuring the timely and accurate processing of payroll for district employees while supporting the district's financial and operational goals.

    Salary:

    $45,187-$75,463

    Job Summary:

    The Payroll Specialist is responsible for the accurate and timely processing of all district payrolls and for ensuring compliance with federal, state, and local payroll regulations. This position manages payroll-related taxes, deductions, benefits, and retirement reporting, including PSERS. The Payroll Specialist maintains high standards of confidentiality, accuracy, and internal controls while providing responsive support to employees and collaborating closely with Human Resources and Business Office staff.

    Primary Duties and Responsibilities:

    Payroll Processing & Compliance

    • Process and maintain semi-monthly payroll for all salaried and hourly personnel, ensuring accuracy in compensation, deductions, and leave usage.

    • Ensure payroll practices comply with federal, state, and local laws, including FLSA, IRS regulations, PSERS requirements, and district policies.

    • Maintain strong internal controls over payroll processing, including documentation retention, segregation of duties, and audit-ready recordkeeping.

    • Research and resolve payroll-related issues in a timely and professional manner.

    • Verify new employee setup, including compensation, deductions, and position data in the payroll system.

    Retirement Systems (PSERS & VOYA)

    • Process PSERS and VOYA retirement deductions and perform all related recordkeeping, reporting, and reconciliation functions.

    • Prepare and submit PSERS work reports, contribution files, class elections, arrears, multiple service, and buyback requests.

    • Adjust and reconcile PSERS accounts for employees who elect a higher membership class.

    Benefits, Deductions & Reporting

    • Reconcile Health, Life, Aflac, and other benefit invoices to payroll deductions.

    • Process HSA, LST/LBT, and other payroll-related tax reporting as required.

    • Assist with 403(b) plan setup, contributions, and compliance requirements.

    • Complete quarterly and year-end reporting, including W-2s and other required filings.

    HR & Employee Support

    • Collaborate with Human Resources to review and process FMLA leaves, new hires, transfers,

    separations, and other personnel actions to ensure accuracy and compliance.

    • Provide responsive, professional support to employees regarding payroll, deductions, and benefits questions.

    • Verify employment and compensation requests from third parties.

    Operational Support & Internal Controls

    • Maintain accurate payroll procedures and recommend process improvements.

    • Prepare for and facilitate state, local, and internal audits.• Perform general clerical duties including filing, copying, scanning, shredding, and answering phones.

    • Serve as backup for related Business Office functions as assigned to ensure continuity of operations.

    • Perform projects and other duties as assigned.

    Qualifications:

    High school diploma or equivalent required; post-secondary coursework in accounting, business, or related field preferred.

    Previous payroll processing, accounting, or administrative support experience required (2�3 years preferred).

    Knowledge of payroll regulations, tax withholding rules, and retirement systems preferred.

    Ability to maintain strict confidentiality of employee information.
