Reporting to the Director of Payroll, the Payroll Manager plays a key part in Scholar Rock’s payroll function and ensuring employees are paid accurately, on time, and in compliance with applicable federal, state, local, and internal policy requirements. This role will have responsibility for payroll processing, tax and regulatory compliance, payroll records, audits, reconciliations, and payroll system administration. The Payroll Manager partners closely with Human Resources as well as other departments and external vendors to support a reliable and efficient payroll operation. The successful candidate will have a proven track record in processing multi-state payroll in a public company environment. This position will require a hands-on approach, strong organization, clear communication, attention to detail and a great sense of teamwork. Position Responsibilities

• Manage end-to-end payroll processing for all employees, ensuring accurate and timely payroll execution across applicable pay cycles.
• Review and approve payroll data, including earnings, deductions, garnishments, taxes, benefits, overtime, bonuses, commissions, and off-cycle payments.
• Ensure compliance with federal, state, and local payroll laws, wage and hour requirements, tax regulations, and company policies.
• Maintain accurate payroll records, documentation, controls, and audit trails in accordance with internal and external requirements.
• Prepare, review, and reconcile payroll reports, general ledger entries, payroll accruals, tax filings, and year-end activities.
• Partner with other business leaders to resolve payroll issues and support compensation, benefits, and employee data changes.
• Serve as an escalation point for employee payroll inquiries and resolve complex payroll discrepancies with professionalism and confidentiality.
• Monitor changes in payroll regulations and best practices, recommending policy and process updates to maintain compliance.
• Assist in ad-hoc projects as needed

Candidate Requirements

• Bachelor’s degree in Accounting, Finance, Business Administration, Human Resources, or a related field; equivalent experience may be considered.
• Five or more years of multi-state payroll experience desired.
• Strong working knowledge of payroll regulations, payroll tax requirements, wage and hour rules, garnishments, deductions, and payroll reporting.
• Experience with payroll or HCM systems such as Paylocity, ADP, Workday, or Ceridian/Dayforce, or similar platforms.
• Proficiency with Microsoft Excel and payroll reporting tools.
• High attention to detail, strong analytical skills, and ability to manage confidential information with discretion.
• Excellent communication, problem-solving, organization, and stakeholder management skills.
• Familiarity with internal controls requirements in a public company
