Position Overview
Greenville ISD is seeking an experienced and detail-oriented Payroll Director to lead all district payroll operations. This position is responsible for ensuring the accurate and timely payment of employees while maintaining compliance with federal and state laws, Texas Education Agency requirements, Teacher Retirement System regulations, Internal Revenue Service regulations, Fair Labor Standards Act requirements, and district policies. The Payroll Director provides leadership in payroll administration, internal controls, payroll system management, process improvement, and customer service while supporting the financial integrity of the district.

Direct and oversee all district payroll operations to ensure employees are paid accurately and timely while maintaining compliance with all applicable federal, state, and local regulations. Provide leadership in payroll administration, internal controls, payroll system management, process improvement, and staff development to support the district's financial operations.
Qualifications
Education and Certification
- Bachelor's degree in Accounting, Business Administration, Finance, Human Resources, or a related field required
Special Knowledge and Skills
- Thorough knowledge of payroll administration principles and practices
- Knowledge of federal and state payroll laws and regulations, including Internal Revenue Service, Teacher Retirement System, Texas Education Agency, Fair Labor Standards Act, and wage and hour requirements
- Knowledge of governmental accounting principles related to payroll
- Knowledge of employee benefits, leave administration, and payroll deductions
- Ability to establish and maintain effective internal controls
- Ability to analyze complex payroll data and prepare financial reports
- Advanced proficiency in Microsoft Excel and payroll information systems
- Strong organizational, analytical, and problem-solving skills
- Ability to maintain confidentiality and exercise sound judgment
- Strong written and verbal communication skills
- Ability to supervise, train, mentor, and evaluate staff
Experience
- Minimum of five years of progressively responsible payroll experience
Preferred Qualifications
- Two years of payroll supervisory experience
- Experience administering enterprise resource planning and payroll systems, preferably Skyward
Major Responsibilities and Duties
Payroll Administration
- Direct and oversee all district payroll operations to ensure employees are paid accurately and timely in compliance with federal and state laws, Texas Education Agency requirements, Teacher Retirement System regulations, Internal Revenue Service regulations, and district policies.
- Plan, supervise, and oversee the preparation and processing of all regular, supplemental, and special payrolls.
- Develop, implement, and maintain payroll procedures and internal controls to ensure the accuracy, security, and integrity of payroll processing.
- Review payroll calculations, adjustments, deductions, leave balances, and payroll exceptions prior to payroll processing.
- Ensure timely processing and reconciliation of payroll liabilities, including Teacher Retirement System contributions, tax deposits, insurance premiums, wage garnishments, and other payroll deductions.
- Coordinate fiscal year-end and calendar year-end payroll activities, including payroll accruals, W-2 processing, and Internal Revenue Service Form 941 reporting.
- Ensure all payroll reports and required filings are completed accurately and submitted to the appropriate agencies within established deadlines.
- Oversee payroll system maintenance, testing, upgrades, and process improvements in collaboration with Human Resources, Business Services, Technology, and software vendors.
- Monitor payroll operations for compliance with district procedures and recommend improvements that enhance efficiency, accuracy, and internal controls.
- Maintain the confidentiality and security of payroll records and employee compensation information.
Leadership
- Supervise, train, mentor, evaluate, and develop payroll staff while promoting accountability, customer service, collaboration, and continuous improvement.
- Collaborate with Human Resources regarding new hires, employee separations, contract changes, leave administration, employee benefits, and other personnel actions affecting payroll.
- Work collaboratively with Business Services to reconcile payroll expenditures, payroll liabilities, and general ledger accounts.
- Serve as the district's primary payroll resource by providing guidance and support to administrators, supervisors, and employees regarding payroll policies, procedures, and regulations.
- Research and resolve complex payroll issues, discrepancies, and employee concerns in a timely and professional manner.
- Compile, maintain, and safeguard payroll records and documentation in accordance with district policy, state record retention requirements, and audit standards.
- Prepare and provide payroll documentation for internal and external audits.
- Follow district safety protocols and emergency procedures.
- Perform other duties as assigned by the Chief Financial Officer.
