The Manager, Award Compliance provides leadership and oversight for three critical institutional functions: subrecipient monitoring, effort certification operations, and reconciliation between effort reporting and payroll salary distributions. The position establishes clear accountability for these functions while also directing the transactional support function to ensure accurate, timely, and compliant financial operations.


Responsibilities
  1. Owns the institutional subrecipient monitoring framework, including risk assessment, monitoring plans proportionate to risk, invoice review against subaward terms, verification of audit status, and documentation of monitoring plans. 
  2. Coordinates with Research Administration at subaward issuance to establish appropriate monitoring conditions before funds are released. 
  3. Manages the full effort certification cycle, including notifications, tracking, exception resolution, and closeout. 
  4. Reconciles certified effort to payroll salary distribution and identifies discrepancies requiring cost transfer or correction. 
  5. Oversees invoice submission, receivables, and records management activities. 
  6. Supports internal and external audit by producing documentation and explaining institutional practices.
  7. Maintains standard operating procedures for the transactional cycle and drives automation of manual steps with the systems function. 
  8. Monitors cost transfer volume, age, and documentation quality and reports trends to the Executive Director.
  9. Escalates monitoring exceptions and unresolved subrecipient findings to the Executive Director.
  10. Delivers training to departmental administrators and investigators on effort certification and subrecipient requirements.
  11. Performs other related duties as assigned. 

Qualifications

EDUCATION: Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field. (TRANSCRIPT REQUIRED)

EXPERIENCE: Four (4) years of experience in sponsored programs administration, grants accounting, or research compliance; OR Master’s Degree and two (2) years of experience in sponsored programs administration, grants accounting, or research compliance; OR a combination of related education and work experience to equal eight (8) years.

WORK SCHEDULE: This position may occasionally be required to work weekends and evenings.
