Our BAE Maritime Solutions team is currently looking for a Manager II – Procurement to support the San Diego ship repair business. Ship repair is a fast-paced, demanding, and rewarding field; BAE is looking for candidates who would like a career with our team where they will thrive in this environment. As a Manager II – Procurement, you will manage a team responsible for subcontractor and material spend in the hundreds of millions across a very diverse set of subcontractors and commodities/categories.
Essential duties and responsibilities include:
- Responsible for management, coordination, and development of Supply Chain professionals at various experience levels, including: proposal preparation, review, and execution; development of supplier evaluation and selection criteria; negotiation of provisions such as price, schedule, work statements, and terms to meet or exceed business requirements; preparation and administration of high value/complex subcontract awards.
- Execute to approved procurement policies and procedures in order to provide the best value consistent with quality and service requirements while maintaining good supplier relations. Responsible for Procurement Compliance and Cost/Price Analysis.
- Engage with suppliers, build internal and external relationships, develop new suppliers and advanced commodity strategies, and manage supplier activities through all phases of program execution. Respond to supplier inquires, resolve invoice issues, and participate in fact-finding activities pertaining to supplier safety, quality, and performance execution. Drive BAE Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.
- Effectively communicate internally and externally, build mutually beneficial relationships, continue to advance knowledge of procurement compliance, and proactively adopt best practices and support new initiatives.
- Responsible for continuous improvement (Root Cause & Corrective action) to optimize department performance and subcontractor performance. Assist Compliance Managers to develop, implement, and direct policies, practices, and procedures that are in accordance with federal, commercial, state/local, and/or international Procurement regulations.
- Must be able to assess, prioritize, drive issues to closure and be assertive when required. Exercise discretion and independent judgment in the performance of duties. Exhibit best practice work habits and collaborate to promote operational excellence. Deliver quality customer service to both internal and external customers and foster and maintain good subcontractor relationships.
- Reviews performance of subordinate personnel and recommends appropriate actions such as salary increases, promotions, transfers, and disciplinary action. Interviews applicants for hire and encourages talent development through training programs to ensure a higher level of skill and proficiency among subordinate employees.
- Work as subject matter expert for subcontractor and material matters within a cross-functional program team including in-depth understanding of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
- Bachelor's Degree with 10 years or more of related work experience in defense/government contracting and supplier management, or equivalent education/experience
- Management experience more than 2 years
- Proven leadership and organizational change experience
- Ability to develop and implement continuous improvement strategies
- Ability to collaborate well with other departments, such as Contracts, Finance, Programs, Operations, and Compliance Teams
- Ability to develop and utilize metrics to proactively manage the department and meet critical business objectives
- Strong experience negotiating, executing, and managing subcontracts
- Familiarity with defense industry and regulations, as well as the understanding of the role of subcontractors in complex industries
- Experience leading major procurement efforts in a DoW contracting environment
- Experience and ability to maintain compliance with DoW contracting regulations including FAR/DFARS
- Understanding/knowledge of CPSR audits and requirements
- Comprehensive understanding of subcontractor solicitations and bid analysis/process
- Strong working experience generating, negotiating, and executing major subcontracts/purchases
- Ability to make strategic decisions/demonstrate critical thinking using sound judgement while complying with company policies/procedures and applicable state and federal laws and regulations
- Ability to exhibit sound interpersonal and collaboration skills while interfacing, coordinating, and negotiating with company personnel, customers, and suppliers
- Proficient with Microsoft Office Suite (Microsoft Excel, PowerPoint, Word, and Outlook)
