IT Financial Analyst

Position Description:

The IT Financial Analyst plays a critical role in driving financial planning, governance, and operational excellence across the Information Technology organization. Responsible for budgeting, forecasting, financial reporting, and vendor spend management, this role provides end-to-end oversight of IT financial operations, including purchase orders, invoices, contract-related expenditures, and reconciliations with Finance.
As a trusted partner to both IT and Finance leadership, the IT Financial Analyst delivers a clear and accurate view of departmental financial performance, commitments, and investment priorities. The role analyzes spending trends, explains budget variances, identifies opportunities for optimization, and delivers data-driven insights that support strategic decision-making. By bridging the gap between technology and finance, the analyst ensures that financial information is translated into actionable business guidance and that IT investments are aligned with organizational goals.
This position is open to candidates located anywhere within the United States and may be performed remotely. Preference will be given to candidates located in or near Fairfax, Virginia or within commuting distance of a CGI office.

Your future duties and responsibilities:

Budget Planning and Forecasting
. Build the department's annual operating and capital budget with leadership, consolidating inputs from team leaders, vendor contracts, and known renewals into the format Finance requires.
. Maintain a rolling forecast that updates as commitments, renewals, and actuals land, and flag where the year end position is drifting from plan.
. Model the cost of proposed initiatives, headcount changes, and contract renewals so leadership can compare options before committing.
. Support the annual budget cycle calendar: submissions, reviews, revisions, and final load, on Finance's schedule.
Spend Tracking and Reconciliation
. Own the IT budget tracker: build and maintain the workbook that consolidates Finance's monthly files and keep the department side model to the lines Finance cannot supply (planned capitalizations, assets not yet on the register, multi year tails).
. Run the monthly Finance file intake after each close: the prepaid amortization ledger, the fixed asset register export, the intangible amortization schedule, and general ledger detail for the recognition accounts.
. Reconcile the department's commitments and spend to Finance's posted actuals at the general ledger and purchase order level, match every prepaid contract by purchase order number, and resolve each variance to a named cause.
. Maintain the spend register so each line carries its own budget line, purchase order, vendor, contract term, and status.
. Identify miscoded, duplicated, or unbudgeted charges and drive corrections with Finance and Accounts Payable.
Purchasing, Invoicing, and Vendor Billing
. Prepare and submit purchase requisitions, confirm purchase orders are coded to the right account and budget line, and write the department's commitment identifier into every purchase order description at creation so Finance's records match the tracker without a manual crosswalk.
. Review vendor invoices for accuracy against contract terms, purchase order balances, and delivered work before approval, including managed service and time and materials billing.
. Verify the outsourced delivery partner's statement of work invoices against delivered scope and rate cards and maintain the capitalizable versus expense split for each statement of work, including portions funded by other departments.
. Monitor purchase order balances, close or increase orders ahead of exhaustion, and prevent invoices from stalling for lack of coverage.
. Administer the department's purchase card program: collect receipts, code transactions, and reconcile monthly statements to budget lines and cardholders.
. Place and receive department orders through the Amazon Business ghost card account and reconcile its monthly statement to requestors and budget lines.
. Act as the department's point of contact with Procurement and Accounts Payable on payment status, disputes, and vendor setup.
Contracts, Subscriptions, and Asset Accounting
. Maintain the inventory of software subscriptions, support agreements, and service contracts with term dates, renewal notice windows, annual cost, and business owner.
. Give leadership advance notice of upcoming renewals with the cost, usage, entitlement position, and negotiation history needed to decide, with a full brief ahead of each major platform negotiation window.
. Prepare, track, and close authorizations for expenditure with the requesting team and Accounting: support the business case, monitor spend against the approved amount and complete the close out that places the asset on the register.
. Apply the company's capitalization policy to classify spending as capital or operating expense, confirm what Accounting has placed on the amortization schedule, and flag capitalized items that are missing from it.
. Track multi year commitments and prepaid arrangements so their future period impact is visible in the forecast.
Reporting and Analysis
. Produce the monthly financial package for department leadership: budget versus actual, forecast, commitments, and variance commentary.
. Attributes are spent to initiatives, teams, and platforms in the portfolio tool so each program can see its run and build cost.
. Prepare cost analyses on request: total cost of ownership, vendor comparisons, build versus buy, and contract renewal scenarios.
. Build and maintain the tools used for tracking and reporting, and document the sources, calculations, and refresh procedures behind each.
Collaboration & Process
. Serve as the department's working partner to Finance, Procurement, and Accounts Payable, and represent IT in month end close and budget review activities.
. Document the department's financial processes and control and maintain them so they survive personnel changes.
. Maintain department records to the standard internal and external auditors require and respond to Sarbanes Oxley technology control requests with Finance and Security.
. Coach team leads project owners on budget ownership, purchasing procedure, and the financial consequences of their decisions.

. Economics and Accounting — Knowledge of accounting principles and practices, the general ledger, accruals, prepaids, capitalization, and the analysis and reporting of financial data.
. Administration and Management — Knowledge of budgeting, resource allocation, procurement procedures, and the coordination of people and resources.
. Mathematics — Knowledge of arithmetic, statistics, and their application to forecasting and variance analysis.
. Computers and Electronics — Knowledge of enterprise business systems, spreadsheets, and reporting tools, and of how technology products and services are licensed, subscribed, and billed.
. Data Science Principles — Knowledge of data preprocessing, feature engineering, exploratory data analysis, and data visualization methods.
. English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
. Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services, including needs assessment, meeting quality standards, and evaluation of satisfaction.

Required qualifications to be successful in this role:

Education/Experiences:
            Required:
. Bachelor's degree in Finance, Accounting, Business Administration, Economics, or related field.
. 3–5 years of experience in financial analysis, budgeting, or accounting, with at least one year supporting a technology, engineering, or shared services department.
. Demonstrated experience reconciling departmental tracking to general ledger actuals and resolving variances.
. Working knowledge of the purchase order and invoice lifecycle, accruals, prepaid expense, and capital versus operating expense classification.
. Advanced Microsoft Excel proficiency, including building and maintaining models used by others.
. Ability to explain financial results to non financial audiences clearly and without jargon.
. Attention to detail with a record of catching errors before they reach Finance or leadership.
Preferred:
. Experience in a manufacturing environment (think quick, adapt, execute, ever changing environment).
. Experience with IT financial management: software subscriptions and licensing, managed service and time and materials vendor billing, cloud consumption billing, or technology asset accounting.
. Familiarity with technology cost attribution frameworks (for example, Technology Business Management).
. Experience with JD Edwards or a comparable ERP procurement and accounts payable module.
. Experience building reporting in Power BI or a comparable tool.
. Progress toward a CPA, CMA, or equivalent certification.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $58,000.00 - $95,700.00.
