The role
The EOR Payroll specialist owns the Payroll for employees engaged through the company’s Employer of Record (EOR) providers (Deel, Oyster and Ontop). The role sits in Employee Payables and mirrors the direct-hire operating model: HR Ops owns the employee lifecycle, contracting, case management. This role owns pay-data review, first-line review and sign-off of each run, review of payroll-service invoices and approval within delegated limits, funding requests to Treasury, equity (RSU) payroll execution and reconciliation, cost allocation and financial controls.
Your responsibilities will include:
- Own the monthly EOR payroll cycle across all providers and countries: maintain the payroll calendar and provider cut-offs, receive final, locked pay data from HR Ops via the agreed ticket hand-off, review it for completeness and accuracy, and gather input data ahead of each deadline. Consolidate data from non-HR Ops sources.
- Review and sign off each run: investigate variances against the prior period and expected movements, confirm pay elements are in line with company policy, resolve exceptions with HR Ops and the provider.
- Lead the transfer of EOR payroll from HR Ops into Employee Payables team for the January 2027 go-live: Finance access rights in Deel, Oyster and Ontop, new or updated controls, expense and equity services, and a readiness check before go-live.
- Fund and execute: review payroll invoices (payroll costs plus markup, separated from expense and service fees) and approve them within delegated limits, with the Head of Global Payroll Operations approving above those limits. Prepare funding requests, obtain Treasury approvals, ensure Treasury funds providers on time in the required currencies, and confirm downstream payments made by EOR providers to employees.
- Reconcile and close: reconcile payroll and RSU balances in BlackLine, allocate payroll costs in NetSuite, and keep journals, accruals and reversals consistent with direct-hire payroll.
- Operate controls and monitor compliance: apply segregation of duties (preparer, approver and payer separated). Obtain confirmation from each EOR that statutory employee payroll and tax reporting has been executed, and follow up any exceptions.
- Run year-end and annual statutory cycles: maintain a year-end calendar per provider and country (calendar and non-calendar tax years), reconcile year-to-date pay, tax and RSU balances per employee and provider, obtain annual statements and year-end confirmations from each EOR, and clear year-end accruals.
- Own EOR equity payroll: collate RSU inputs by provider cut-off using vesting data from Total Reward team or the broker, ensure correct withholding, per agreed positions with EOR providers, and employer tax reporting, and reconcile EOR RSU balances each cycle.
- Help consolidate to one preferred EOR vendor: assess providers on payroll accuracy, cost, controls and integration, support vendor selection and contracting from the Finance side, and lead the payroll migration of employees and balances together with HR Ops.
- Invoicing: Support review and approvals of EOR providers’ service fees for payroll related services. Reconcile invoices/charges against payroll services rendered.
- Drive harmonization and vendor performance: standard templates, cadences and controls across providers; SLAs, invoice accuracy and root-cause fixes for recurring failures. Full use of provider reporting and NetSuite integrations. Documented procedures so the wider team can cover the cycle. Operate with a continuous improvement mindset.
- Act as Finance escalation owner for complex EOR payroll and equity matters and partner with HR Ops, the Expense team, Treasury, Reward, Accounting and the providers. HR Ops retains employee-facing case management and disputes.
We expect you to have:
- 7+ years of payroll experience, including multi-country payroll run through EOR, PEO or outsourced providers in complex, changing environments.
- Hands-on experience on the client/Finance side of outsourced payroll: data review, variance analysis, run approval, invoice approval, funding and payment confirmation across providers, countries and currencies.
- Strong payroll accounting and reconciliation skills (journals, accruals, cost allocations, balance sheet reconciliations). Experience with NetSuite and BlackLine or comparable tools.
- Strong controllership: designs and operates controls, enforces segregation of duties and approval limits, and produces audit-ready evidence.
- Working knowledge of equity compensation through payroll (RSUs/options): vesting inputs, withholding, employer reporting and reconciliation.
- Clear understanding of the EOR model (provider as legal employer, markup and fee structures, provider-executed compliance, client responsibilities) and proven ability to lead provider, system or ownership transitions. Able to escalate issues or risks to leadership.
- Excellent stakeholder management across HR, Finance and external providers; fluent English (Dutch not required).
It will be an added bonus if you have:
- Direct experience with Deel, Oyster or Ontop.
- Experience with EOR vendor consolidation or migration, and with Treasury processes (payment approvals, multi-currency funding, FX).
- Experience operating payroll controls in a SOX-compliant, US-listed company environment.
- Deeper equity payroll experience, including cross-border cases and trailing tax liabilities.
Competencies & Behavioral Traits:
- Systems thinking: redesigns the process so it scales across providers and countries, rather than adding checks and manual work.
- Bias for prevention and controllership: anticipates issues at cut-offs and hand-offs, builds guardrails, and treats evidence and segregation of duties as part of the work.
- Influence without authority; aligns HR Ops, Finance, Treasury, Reward and providers around standards.
- Comfortable with ambiguity and change; makes decisions with incomplete information during the ownership transition and vendor consolidation.
- Reliability and ownership: keeps every EOR payroll cycle on time across providers, time zones and currencies, and builds EOR know-how beyond a single person.
Benefits & Perks:
- Competitive compensation
- Career growth and learning opportunities
- Flexibility and ownership
- Collaborative and innovative culture
- Opportunity to work on impactful AI projects
- International environment and talented teams
