Organization Overview

Crossroads Community Services Board (CCSB) was organized in 1973 as a cooperative venture among the counties of Amelia, Buckingham, Charlotte, Cumberland, Lunenburg, Nottoway, and Prince Edward. CCSB works to prevent and treat the occurrence of mental illnesses, intellectual disabilities, substance use, and co-occurring disorders, as well as to enhance the functioning of individuals and families who experience these conditions.

Position Summary

We are seeking a talented, organized, and mission-driven Finance Director to join the CCSB team. Reporting directly to the Executive Director with shared responsibility for the organization’s financial management and strategy, including directing and implementing company financial policies and procedures, financial forecasting, budgeting, and monitoring of revenue and expenses in accordance with generally Accepted Governmental Accounting Practices. The incumbent has the responsibilities of providing strategic financial leadership, oversee budgeting, daily accounting, and compliance with non-profit specific regulations like the IRS form 990 and grant reporting.

Key Responsibilities

• Budgeting & Planning: Manage the annual budgeting and financial planning process, monitor progress, and keep the leadership team updated on financial status. 
• Accounting Operations: Oversee the day-to-day accounting activities, bookkeeping, accounts payable, accounts receivable, and maintain internal controls safeguards. 
• Financial Reporting: Prepare monthly financial statements (profit/loss. Balance sheets, cash flow and present them to the board of directors. Prepare the CARS Performance Contract, Mid-Year, and End of Year reports, year-end, local match analysis. Ensure timely submission of HUD property financial reports 
• Grant Management: Prepare budgets and financial reports for federal and state grants, track expenditures, and ensure compliance with grants and contracts.
• Compliance & Audit: Coordinate the annual audit, prepare the IRS 990, and ensure compliance with GAAP and other nonprofit regulations. 
• Risk Management: Manage insurance programs, conduct risk analysis, and stay updated on laws and standards affecting the financial operations of a nonprofit organization.
• Leadership & Collaboration: Work with the Financial Committee and leadership team to provide financial insights for decision making and serve as the liaison to the board of directors.

Qualifications

• Master’s degree in finance, accounting or related field required.
• Valid driver’s license is necessary while operating a vehicle on agency business.
• Certified Public Accountant license preferred
• Familiarity with Community Service Boards preferred.
• Prefer five years’ work-related experience and two years in a supervisory capacity or an equivalent combination of education, training and experience.

Knowledge, Skills, and Abilities

• Financial Management of a Community Service Board and the fiscal policies and procedures associated with those of a non-profit organization.
• Accounting principles and techniques related to fiscal management encompassing cost accounting, auditing, budgeting, procurement, and internal controls.
• Fiscal management legal mandates as well as generally accepted accounting principles related to governmental accounting (GAAP).
• Strong creative skills to develop new and innovative solutions. Experience creating usable budgets at different levels of detail and assist in maintaining shared cost allocations.
• Strong organizational and project management skills and ability to work both independently and in a team format.
• Ability to develop and maintain effective working relationships with all levels of staff.
• Ability to effectively communicate both verbally and in writing.
• Ability to perform duties and responsibilities with minimal supervision and exercise sound judgement.
• Ability to demonstrate initiative and provide leadership while leading financial and administrative staff.

Working Conditions

• Position will require occasional evening or weekend hours.
• Driving an agency vehicle to conduct business may be required Attending meetings, trainings and conferences within the community and out of town are required.
• Will respond to emergencies and emails outside of normal business hours as needed or required.
