***Only those currently serving as a permanent or probable permanent, i.e. probationary, Administrative Project Manager will be considered. *** The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels. The BWT Director of Procurement and Program Management ("Director") will manage two Divisions in BWT and is responsible for programmatic oversight of: 1.Procurement of all BWT contracts and goods and services, including but not limited to: repair and maintenance contracts, construction Job Order Contracts (JOC), consultant Task Order Contracts (TOCs) for planning, design and construction management services, capital construction contracts, consultant contracts for master planning and regulatory compliance, as well as small purchases and open market orders. Contract procurements must be delivered based on operational requirements and capital plan registration targets. Includes processing of all contract payments managed in BWT as well as timely processing of change orders, subcontractors, renewals, and time extensions. 2.Management of BWT’s $390M annual expense budget, including but not limited to: expense budget planning, tracking of expenditures with key program areas per fiscal year (e.g. biosolids, chemicals, residuals, repair and maintenance, goods and services, etc.), identifying new needs and leading development of funding request justifications for Budget Plan submissions. 3.BWT’s BEDC and NYPA coordination programs, which are responsible for overseeing multi-million dollar delivery programs and ensuring that projects delivered by these entities meet BWT’s requirements for technical scope, align with BWT’s design guidelines, and meet operability and maintainability requirements. 4.BWT’s JOC and TOC programs to: track contract utilization, spending, ensure that there are no gaps in service, and vendors are performing as required by the contract. The successful candidate will serve on the Bureau's Senior Leadership Team (SLT) and will be a self-motivated individual with advanced communication skills, a solid working knowledge of program management procedures, budgeting and procurement, and engineering practices so as to facilitate successful planning, funding, procurement, design and construction of both capital and expense infrastructure projects. The successful candidate will be a primary liaison for BWT to several oversight offices, including: Office of Engineering Audits, Agency Chief Contracting Office, Budget Office, and Bureau of Legal Affairs. The candidate will also provide support on presentations to the Office of Management and Budget. The Director reports directly to the BWT Assistant Commissioner of Engineering and will be tasked with developing and utilizing consistent and reliable means and methods for the Bureau in the examination and tabulation of data, analysis and reports. The Director is expected to bring programmatic improvements to all levels of responsibility through analysis, development of Key Performance Indicators (KPls), and adoption of industry best practices. The Director will be engaged in the following initiatives: -Leadership: Provide leadership and management for programs, projects and initiatives facilitating team efforts and helping to define goals, timelines, resource requirements and planning. Lead the Directorship in improving efficiencies and effectiveness at all levels. -Continuous Improvement: Improved business practices and work environment across the Directorship. Lead the development of performance metrics and Key Performance Indicators. Develop means to capture and document improvement investments, savings and efficiencies gained. -Budgeting and Procurement: Provide expense financial planning to ensure spend plans and commitment plans are successfully tracked and met. Support programmatic development and tracking of bid packages, change orders, payments and contract closeouts. Interface with financial and contracting offices both within and outside the Agency as appropriate. -Engineering Resources: Ensure resources for engineering work are always in place in the areas of Task Order Contracts (TOCs) for design and related engineering services for investigations, studies, assessments and, Job Order Contracts (JOCs) for the construction work. Also ensure that resources for engineering work related to the BEDC and NYPA Coordination programs are adequately serving BWT’s operational needs ADMINISTRATIVE PROJECT MANAGER - 83008 1. A baccalaureate degree, with a major in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college; or 2. An associate’s degree in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college, and two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 3. A four-year high school diploma or its educational equivalent plus two years of fulltime education at an approved trade or technical school in design, graphic arts, the visual arts, marketing, or digital media plus two years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 4. A four-year high school diploma or its educational equivalent plus four years of acceptable full-time paid experience as a designer, commercial artist, or graphic artist; or 5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education in design, graphic arts, the visual arts, marketing, computer science, or digital media from an accredited college may be substituted for experience as described in “4” above at the rate of 30 semester credits for one year of experience. Trade or technical school education in design, graphic arts, the visual arts, marketing, or digital media may be substituted for experience as described in “4” above at the rate of one year of full-time education for one year of experience. 6. To be qualified for assignment to Assignment Level II, individuals must have: at least one year of experience as a Graphic Artist, Assignment Level I; or 7. To be qualified for assignment to Assignment Level II, individuals must have the Qualification Requirements described in "1" or "2" above, plus two additional years of acceptable specialized experience conceptualizing and initiating design or graphic arts projects.
