POSITION SUMMARY FiberCom is seeking an experienced and hands-on Controller to provide leadership andoversight of accounting operations, financial reporting, payroll compliance, financial controls,and payroll systems administration for a growing multi-state telecommunications andinfrastructure services organization.This role will play a critical leadership role in strengthening the company's financial and payrollinfrastructure, including supporting the implementation and optimization of ADP, establishingscalable payroll and compliance processes, and ensuring the organization maintainscompliance with federal, state, and local payroll regulations across multiple jurisdictions.The Controller will partner closely with Ownership, Operations, Human Resources, and Payrollto improve processes, reduce risk, strengthen internal controls, and support the continuedgrowth of the organization. This position is fully onsite in Virginia. ESSENTIAL DUTIES AND RESPONSIBILITIES Financial Management & Accounting
- Oversee daily accounting operations and financial administration activities.• Manage general ledger activities and month-end close processes.• Prepare monthly, quarterly, and annual financial reports.• Ensure accuracy and integrity of financial records.• Support budgeting, forecasting, and financial planning activities.
- Monitor cash flow and working capital requirements.• Coordinate audits, tax filings, and financial reviews.• Develop and maintain financial policies and procedures.• Provide financial analysis and recommendations to leadership.
Payroll Compliance & Multi-State Administration• Provide oversight of payroll administration processes and controls.• Ensure payroll operations comply with federal, state, and local regulations.• Serve as the internal subject matter expert on multi-state payroll compliance.• Oversee payroll tax compliance and state registration requirements.• Monitor employee work locations and state-specific payroll obligations.• Ensure proper setup and maintenance of payroll tax jurisdictions.• Partner with Human Resources regarding employee classifications, payroll changes, andcompliance matters.• Review payroll reports and audits to ensure accuracy and compliance.• Support payroll issue resolution and corrective action efforts when needed.• Establish and maintain payroll controls to minimize errors and compliance risks. Payroll Systems & ADP Implementation• Lead or support implementation and optimization of ADP payroll and workforce managementsystems.• Ensure payroll system configurations align with company operations and multi-staterequirements.• Validate payroll tax setup, earning codes, deduction structures, approval workflows, andreporting requirements.• Partner with ADP implementation teams and internal stakeholders during system deployment.• Develop payroll administration procedures and system documentation.• Identify opportunities for automation and process improvement. Leadership & Team Development• Provide leadership and guidance to payroll and accounting personnel.• Support the development and transition of payroll team members into expandedresponsibilities.• Establish accountability and process ownership within the Finance and Payroll functions.• Develop training and procedural documentation.• Foster cross-functional collaboration between Finance, Payroll, Human Resources, andOperations. Risk Management & Internal Controls• Develop and maintain internal financial and payroll controls.• Identify operational and compliance risks and recommend corrective actions.• Ensure appropriate segregation of duties and approval processes.
- Support workers' compensation reporting and compliance activities.• Monitor contractor payments and classification compliance.• Maintain audit readiness across financial and payroll functions.
QUALIFICATIONS
Education• Bachelor's Degree in Accounting, Finance, Business Administration, or related field required.• CPA designation preferred but not required. Experience• Minimum 7 years of progressive accounting, finance, payroll, or financial operationsexperience.• Minimum 3 years in a leadership role overseeing accounting, finance, payroll, or relatedfunctions.• Demonstrated experience supporting multi-state payroll environments.• Experience with payroll tax compliance and payroll administration controls.• Experience implementing or managing payroll systems, preferably ADP.• Experience supporting field-based, project-based, telecommunications, construction, utility,infrastructure, or similar operational workforces strongly preferred.• Experience supervising, mentoring, or developing payroll personnel preferred.
