Onsite Construction Compliance Manager
Location: Lower East Side, Manhattan, New York

Position Overview
MPACT Strategic Consulting is seeking an experienced Construction Compliance Manager to provide onsite compliance oversight for a construction project located on the Lower East Side of Manhattan. This position will serve as the primary onsite compliance representative, working closely with the project team, general contractor, subcontractors, workers, and other stakeholders to support compliance with applicable workforce, labor, and business participation requirements.
The ideal candidate is highly organized, comfortable working in an active construction environment, and able to balance field-based monitoring with detailed documentation, reporting, and contractor follow-up.
Key Responsibilities
- Serve as the primary onsite point of contact for construction compliance matters.
- Monitor contractor and subcontractor compliance with applicable project requirements, including M/WBE participation, workforce requirements, prevailing wage and other labor standards, as applicable.
- Conduct regular site observations and worker interviews to verify workforce activity and identify potential compliance concerns.
- Review certified payrolls, workforce reports, contractor documentation, and other compliance records for completeness and accuracy.
- Track subcontractor participation, workforce utilization, hiring commitments, and other required project metrics.
- Coordinate with the general contractor and subcontractors to resolve missing documentation, discrepancies, and identified compliance issues.
- Participate in project meetings and provide timely updates regarding compliance performance, outstanding items, and areas requiring corrective action.
- Maintain secure and organized compliance files and documentation.
- Prepare weekly and monthly compliance reports, summaries, and supporting documentation.
- Identify potential compliance risks early and work collaboratively with the project team to develop and track corrective actions.
- Support contractor education and technical assistance regarding project compliance requirements.
- Escalate significant or recurring compliance concerns to project leadership as appropriate.
Qualifications
- Bachelor’s degree in construction management, business, public administration, compliance, or a related field preferred; relevant experience may substitute for education.
- Minimum of 3–5 years of experience in construction compliance, contract compliance, labor compliance, construction administration, or a related field.
- Experience working directly with general contractors, subcontractors, construction managers, or public-sector construction projects strongly preferred.
- Knowledge of prevailing wage, certified payroll, M/WBE participation, workforce compliance, Section 3, or similar construction-related compliance programs preferred.
- Ability to interpret contract requirements and translate them into practical monitoring activities.
- Strong documentation, organizational, analytical, and follow-up skills.
- Strong written and verbal communication skills, including the ability to communicate effectively with construction personnel at all levels.
- Proficiency with Microsoft Excel, Word, and electronic document management/reporting systems.
- Experience with compliance platforms such as LCPtracker, Elation Systems, or similar systems is a plus.
Position Requirements
This is an onsite position on the Lower East Side of Manhattan. The Construction Compliance Manager must be comfortable working in an active construction environment
and regularly interacting with contractors, subcontractors, field personnel, and project leadership.
The position requires the ability to independently manage multiple compliance priorities, meet reporting deadlines, maintain accurate records, and address issues professionally and collaboratively.
Ideal Candidate
The successful candidate will be someone who can move comfortably between the construction site and the compliance documentation. They understand that effective compliance is more than reviewing paperwork—it requires being present in the field, building productive relationships with contractors and workers, identifying issues early, and maintaining the documentation necessary to demonstrate compliance throughout the life of the project.
