The State Procurement Services Division provides professional procurement services to all state agencies for the acquisition of supplies and services; ensures compliance with all state statutes and procurement requirements; drives strategic sourcing strategies; establishes statewide term contracts for commonly used goods and services; and develops and delivers procurement training to agency staff.
What is this career opportunity?
As the State’s Chief Procurement Officer, you will lead a team of 40 procurement professionals to design and deliver forward-looking enterprise-wide solutions. The State is currently centralizing the procurement function to drive consistency, efficiency, and strategic alignment and this role is essential to the successful implementation of that initiative.
Through effective leadership, this position fosters collaboration across the State’s procurement community to deliver effective procurement processes, solutions, and systems; advances initiatives, policy development, and programs under the direction of the State’s Chief Operating Officer/Director of the Department of Administration; and ensures that policies and programs comply with all applicable state statutes and the Montana Procurement Act.
Education and Experience:
Bachelor’s degree in business administration, public administration, or related field
Five or more years of experience in procurement requirements and processes; vendor and contract management; and prior leadership roles in the public sector or a large multi-stakeholder environment.
Alternate combinations of education, experience, and credentials will be considered on a case-by-case basis.
Ability to:
provide leadership, vision, and direction for the State’s procurement programs and systems;
exercise judgment and discretion to establish and maintain strong working relationships utilizing strong collaboration, facilitation, and leadership skills;
build consensus among a group of varying stakeholders;
communicate program requirements to diverse levels of management;
identify problems, emerging issues and trends, and establish statewide strategies to address them;
represent state government and testify before legislative committees on matters relating to state procurement programs and practices;
oversee the development of policies, administrative rules, standards, and guidelines;
delegate projects to ensure multiple and competing priorities are met; and
formulate and direct the development of objectives, budgets, and staff activities.
