The Philadelphia Visitor Center Corporation (PVCC) is seeking a strategic, experienced, and trusted financial leader to serve as our next Chief Financial Officer (CFO). As a core member of the Executive Leadership Team, the CFO reports directly to the CEO and acts as a pivotal strategic partner in guiding the organization's financial health, operational growth, and risk management.
This role oversees all fiscal, administrative, human resources, and compliance functions for PVCC’s dynamic multi-site operations. This includes full fiscal responsibility for administrative offices located in a building owned by the National Park Service (NPS), up to six visitor centers throughout the City of Philadelphia, key external partnerships and management of restricted funding from Federal and State agencies. The role also acts as CFO for multiple fiscal sponsorships including a State funded external multi-year program and a locally founded and nationally distributed educational film project.
Key Responsibilities
Executive Leadership: Serve as an active, strategic member of the Executive Leadership Team, advising the CEO and Chief of Staff including:
- Develop long-term financial models and forecasts to support the organization’s strategic vision.
- Partner with executive leadership to evaluate the financial feasibility of new programs, projects and expansions
- Review and analyze contracts and agreements with external partners and vendors
- Manage multiple complex agreements with concession and catering partners that represent critical earned revenue for the organization
- Manage contracts and agreements in association with a branded transportation program that involves a restricted State funding agreement
- Liaise with Board Finance Committee to establish and manage quarterly meeting agendas and presentations
Full Fiscal Oversight: Direct all financial operations, budgeting, cash flow management, banking relationships, and financial reporting across multiple operating locations and fiscal sponsorships including:
- Budgeting: Create the annual, organization-wide budget in collaboration with department heads and the CEO; monitor and analyze variances between actual versus budget throughout the year
- Audit Leadership: Serve as the primary liaison for external auditors, coordinating the preparation of annual financial audits and ensuring timely, accurate submission of IRS Form 990 and other regulatory filings
- Cooperative Agreement Liaison: Serve as the primary fiscal liaison between PVCC and the National Park Service, ensuring strict compliance and seamless financial reporting under our Cooperative Agreement.
- Investment Portfolio: Serve as PVCC’s primary liaison to the investment portfolio management firm, as well as provide details for internal reporting at the Board level
- Maintaining and updating the organization-wide Employee Handbook as well as the recruitment, onboarding, offboarding, mediation and disciplinary policies and procedures
- Liaising with external employment consultants as needed to carry out this function for the organization
- Management and review of the employee insurance benefits annual renewals and open enrollment including external partnerships with brokers and insurers
- Managing the established 403b retirement program
- Partner with the Executive Team to evaluate, model, and approve staffing adjustments and personnel budget modifications as organizational needs evolve.
- Risk Mitigation: Manage the organization's comprehensive insurance portfolios and contracts to safeguard assets and mitigate liability across all multi-site operations and facilities including:
- Collaboration with insurance broker for annual policy renewals and requests for certificates of insurance as needed
- Internal Controls: Maintain robust internal controls and financial policies across administrative offices and public-facing visitor center locations.
- Staff Leadership: Supervise and mentor 1.5 FTE, including a full-time Finance & Administration Manager, fostering professional growth and operational excellence within the department.
- Experience: Minimum of 10+ years of progressive financial leadership experience, ideally within a complex nonprofit, cultural institution, or multi-site operational environment.
- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (CPA or MBA strongly preferred).
- Compliance & Government Relations: Demonstrated experience managing federal, state and other restricted grants, cooperative agreements, or public-private partnerships (experience working with the National Park Service or similar entities is a strong asset).
- HR & Risk Expertise: Working knowledge of human resources administration, benefits management, and commercial insurance/risk mitigation.
- Versatile Leadership: Ability to think strategically at the governance level while maintaining a willingness to dive into the technical details and granular workloads as needed.
- Collaborative Style: A trusted, transparent leader with exceptional interpersonal skills who can communicate financial concepts clearly across all levels of the organization.
