Position Summary:
The CFO works closely with the Chief Executive Officer (CEO), Controller, and Senior Leadership Team, this position develops agency-wide and grant budgets, prepares financial projections, oversees federal and state grant reimbursement requests and vouchers, and ensures compliance with Generally Accepted Accounting Principles (GAAP), Uniform Guidance (2 CFR Part 200), and applicable funding source requirements. The CFO is a hands-on leader who balances strategic financial oversight with direct responsibility for key fiscal functions while fostering a culture of accountability, collaboration, and continuous improvement.
Responsibilities include but are not limited to:
- Partner with the Chief Executive Officer (CEO) and Senior Leadership Team to provide strategic financial leadership and guidance.
- Lead the development, implementation, and monitoring of agency-wide operating, grant, and capital budgets.
- Prepare financial forecasts, cash flow projections, variance analyses, and other financial reports to support executive decision-making and long-term planning.
- Prepare, review, and submit grant reimbursement requests, vouchers, financial reports, and other fiscal documentation for federal, state, and local funding sources.
- Monitor grant expenditures to ensure costs are properly allocated, adequately documented, and compliant with grant agreements, Uniform Guidance, agency policies, and applicable regulations.
- Collaborate with program leadership to develop grant budgets, budget modifications, financial projections, and funding strategies throughout the grant cycle.
- Develop, implement, and maintain sound financial policies, procedures, and internal controls that promote fiscal integrity and regulatory compliance.
- Provide leadership and oversight of the Finance Department while working collaboratively with the Controller to ensure accurate and timely accounting operations.
Candidate Qualifications:
- Bachelor’s degree in accounting, Finance, Business Administration, or a related field required.
- CPA, CMA, MBA, or other relevant professional certification preferred.
- Minimum of 10 years of progressively responsible nonprofit fiscal management experience, including experience as a Finance Director, Controller, CFO, or similar leadership role.
- Demonstrated experience developing and managing complex operating and grant budgets, financial forecasting, and cash flow analysis.
- Experience preparing and managing grant reimbursement requests, vouchers, and financial reporting for federal and state funding sources.
- Thorough knowledge of nonprofit fund accounting, Generally Accepted Accounting Principles (GAAP), Uniform Guidance (2 CFR Part 200), grants management, cost allocation, and internal controls.
- Experience supporting independent audits, financial monitoring reviews, and regulatory reporting requirements.
- Strong leadership, organizational, analytical, and problem-solving skills.
- Excellent communication and interpersonal skills with the ability to collaborate effectively with executive leadership, program staff, auditors, funding agencies, and the Board of Directors.
- Advanced proficiency with Microsoft Excel, including formulas, pivot tables, financial analysis, and reporting tools.
- Experience with nonprofit accounting software and financial reporting systems preferred.
- Prior experience working for a Community Action Agency or other federally funded nonprofit organization is highly desirable.
