College pays up to $2,000 for relocation expenses Start Date : As soon as feasible, Applications will be reviewed as received Salary Hire Range: $107,000 – 152,000 annually for each 12-month appointment (actual amount depends on education and experience) Job Summary : The Chief Financial Officer ( CFO )/Associate Vice President ( AVP ) of Administrative Services has a critical role as the senior financial executive for the college and assists with the oversight of the administrative functions for the college. The position provides executive leadership, oversight, accountability, and strategic direction for the College’s financial operations. The position requires visionary leadership for the college’s financial and operational functions. The Chief Financial Officer ( CFO ) serves as the College’s senior financial executive and strategic advisor to the President and Board of Trustees. The position provides leadership and oversight in assigned operational areas, which may include facilities and maintenance, grounds, custodial services, transportation, safety and security, purchasing, auxiliary operations, risk management, contracts, capital projects, budgeting support, and other institutional administrative functions. The Associate Vice President works closely with the Vice President for Administrative Services and other executive leadership to support the College’s mission, strategic goals, fiscal sustainability, operational effectiveness, compliance obligations, and campus service environment. This role is in charge of budget development and execution, working capital management, financial reporting, audit coordination, internal controls, procurement, grant management, long-range financial planning, and strategic financial analysis, while ensuring compliance with Wyoming statutes, Wyoming Community College Commission ( WCCC ) requirements, federal regulations, and Board policy. The CFO oversees the Business Office including the Director, Accounts Payable, and Accounts Receivable. As a member of the President’s Cabinet and executive leadership team, the position plays a key leadership role in institutional planning, resource allocation, financial forecasting, operational assessment, risk management, capital planning, and organizational sustainability. The CFO is responsible for ensuring fiscal integrity, transparency, compliance, stewardship of public resources, and implementation of sound business practices across the institution. The position may serve similar duties as assigned for the Eastern Wyoming College Foundation. The Chief Financial Officer and Associate Vice President of Administrative Services is a full-time, minimum 40 hours weekly, 12-month, at-will contract, FLSA exempt, benefited, position located at the Main Campus in Torrington. The typical workweek is Monday through Friday, 8:00 am to 5:00 pm, although work may often extend into expanded daily hours and occasional weekends to fulfill the requirements of the position. The position requires infrequent travel.Required QualificationsBachelor’s degree in Accounting or Finance from an accredited institution Minimum of five (5) years of progressively responsible financial leadership experience, preferably in higher education, public sector, or governmental finance Demonstrated experience with: Budget development and financial forecasting Audit coordination and internal controls Cash flow and fund accounting Regulatory compliance and reporting Complex spreadsheets using Microsoft Excel Advanced oral, written, and interpersonal communications Current and valid state-issued driver’s licensePreferred QualificationsMaster’s degree in Accounting, Finance, Business Administration, or related field from an accredited institution Certified Public Accountant ( CPA ), Certified Management Accountant ( CMA ), Certified Government Finance Officer ( CGFO ), or similar professional certification Deep understanding of the higher education landscape, including emerging trends and challenges Proven expertise in budget development, fiscal management, revenue generating initiatives, and strategic planning Demonstrated experience in supervision and evaluation of personnel Working knowledge of applicable local, state and federal laws and regulations pertaining to higher education facilities Previous experience as a Chief Financial Officer, Vice President, or senior executive in higher education Experience within a community college system, preferably in Wyoming or with familiarity with WCCC funding models and state fiscal requirements Experience working on CEO /President’s Cabinet or Senior Leadership/Advisory Team Experience with: Community college finance WCCC funding models and Wyoming fiscal requirements Public higher education capital construction and major maintenance processes Revenue generation strategies Enterprise systems implementation and data-driven decision-making tools
