About Us

The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.

• Thorough knowledge of campaign finance administration, disclosure reporting, committee registration, compliance monitoring, audit principles, internal controls, records management, and public-access responsibilities.
• Demonstrated ability to design, implement, and manage a risk-based audit and compliance program, including audit planning, sampling, workpapers, quality assurance, findings, corrective actions, and performance monitoring.
• Ability to lead and develop staff, establish priorities, manage high-volume and deadline-driven work, evaluate operational risks, and make sound decisions that support consistent statewide program administration.
• Ability to interpret and operationalize statutes, administrative rules, policies, procedures, and program requirements in consultation with appropriate agency subject-matter experts, and to translate complex requirements into clear processes, guidance, and training materials.
• Strong analytical, written, verbal, organizational, and stakeholder-management skills, including the ability to analyze data and reports, identify trends and compliance risks, communicate conclusions clearly, resolve complex issues, and collaborate across divisions and with county election offices and regulated entities

Primary Duties

• Lead the campaign finance audit and compliance program. Establish and maintain a risk-based, well-documented audit environment that supports the agency’s responsibility to audit committee reports; develop audit plans, review standards, sampling methods, workpapers, quality-control procedures, escalation protocols, and corrective-action tracking; monitor timeliness and consistency; identify reporting deficiencies, trends, and systemic risks; and ensure findings and resolutions are clearly documented and communicated.
• Direct statewide campaign finance operations, including committee registration, report filing and processing, disclosure records, public access, compliance correspondence, and customer support. Set priorities, assign work, supervise staff, establish performance expectations, monitor workload and service levels, and ensure procedures are consistently applied across the division.
• Develop and maintain campaign finance policies, procedures, forms, instructions, desk guides, frequently asked questions, correspondence templates, and internal controls. Coordinate with agency leadership and appropriate subject-matter experts to implement statutory, regulatory, policy, and operational changes accurately and consistently.
• Work closely with the Learning Management team to create, review, and update training materials for county election office support, candidate and committee education, and treasurer training. Provide subject-matter expertise for instructor-led training, e-learning, videos, presentations, job aids, certification content, and conference sessions; evaluate training effectiveness and update materials based on recurring questions, audit findings, and program changes.
• Serve as the agency’s senior operational subject-matter expert for campaign finance administration. Communicate program requirements and agency procedures to candidates, committees, treasurers, county election officials, public officials, vendors, and members of the public; resolve complex or escalated operational issues; and promote consistent, timely, and customer-focused service.
• Support modernization, data quality, reporting, and continuous improvement initiatives. Define business requirements, participate in system testing and implementation, monitor data integrity and public-facing information, develop management reports and performance measures, maintain business continuity and records-management practices, and coordinate with Information Technology, Communications, Learning Management, Elections Administration, and other agency divisions as needed.

Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience in the area of assignment, including two years of managerial experience in the public or private sectors involving significant decision-making authority in the planning, organizing and directing of operations in the areas of the assigned program(s); or an equivalent combination of education and experience.
