Salary Grade Range: $87,214 – $130,822
Eligibility for telework or remote work:
Position based in Atlanta, GA and eligible for hybrid telework.

This position is a regular full-time grant funded position that may be time limited in nature and contingent upon continued funding. CSTE also serves as the professional home for individuals working in applied public health epidemiology. The organization advances public health policy and strengthens epidemiologic capacity nationwide. CSTE provides information, education, and professional development support for practicing epidemiologists across a wide range of disciplines, as well as technical expertise for program and surveillance activities. For more than six decades, CSTE has partnered with states and territories to provide technical advice and assistance to health agencies such as the Centers for Disease Control and Prevention (CDC). CSTE operates under a hybrid workplace model with its National Office located in Atlanta, GA, where the majority of staff are based. Most Atlanta-based employees telework part-time from the National Office and part-time from an alternative worksite, such as their home. Position Description:Under the supervision of the Director of Finance, the employee will administer the accounting function of the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Supervise a team of up to three Accountants, including auditing invoices and employee requests for reimbursement to ensure compliance with policy before processing for payment.
· Ensure Accounts Payable checks are ready for submission to the Director of Finance for approval and signature on a bi-weekly basis.
· Annually compute and submit 1099’s and fellowship letters.
· Secure all required documentation and approvals for Purchase Orders, including proper signatures, confirmation of vendor acceptability, signed contracts, W-9’s, and that the purchases were in budget or requested to be.
· Reconcile Accounts Payable and Accounts Receivable modules to General Ledger.
· Close accounts payable on a monthly basis, review, correct and distribute reports.
· Reconcile balance sheet and select P&L accounts.
· Ensure that all checking accounts are reconciled on a monthly basis.
· Assist with accounting procedures and proper recording of financial transactions. Ensure records are maintained in an organized, systematic, and intuitive manner.
· Maintain accurate payroll and fringe allocation journal entries with documentation.
· Work closely with HR relative to payroll transactions and job costing.
· Responsible for computing and entering open contracts into the accounting system and establishing and recording proper balances at year end close.
· Responsible for accurately recording electronic transfer of funds for payroll and weekly/bi-weekly check runs while maintaining appropriate balances for Federal cash accounts by periodic “draw-down’s” from the US Treasury from proper subaccounts.
· Ensure deposits are accurately recorded including corresponding revenue and unearned income entries.
· Assist with the preparation of the PMS Cash FFR Report on a quarterly basis.
· Assist with the preparation of accurate financial statements (CSTE-Federal and Non-Federal; CSTE Foundation), reports, and records by collecting, analyzing, and summarizing account information on a monthly and ad hoc basis.
· Assist with the monthly and year-end close process calendar.
· Assist with the annual independent audit.
· Assist with the preparation of data for the timely and accurate submission of the annual Form 990 tax returns.
· Assist with the preparation and timely submission of annual personal property tax return.
· Attend weekly finance team meetings and monthly/bi-weekly staff meetings.
· Participate in a variety of special projects such as systems conversions and compile special reports such as fiscal oversight for conferences, budget updates, computer operations, and website oversight.
· Backup for Director of Finance in their absence.
SUPERVISORY RESPONSIBILITIES:
Three Accountants
EDUCATION, CREDENTIALS AND EXPREIENCE:
Bachelor’s degree in Accounting or Finance from a four-year accredited college or university; two to three years related experience and/or training; or equivalent combination of education and experience. CPA certificate preferred but not required.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and financial reports. Ability to write reports and business correspondence. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
