Position: Vice Chancellor for Finance and Administrative Services/ Chief Financial Officer
Reports To: Chancellor
Position Summary
The Vice Chancellor for Finance and Administrative Services serves as the University's Chief Financial Officer (CFO) and is the senior executive responsible for the financial health, administrative operations, and business enterprise of Louisiana State University of Alexandria.
Reporting directly to the Chancellor and serving as a member of the Chancellor's Executive Council, the Vice Chancellor provides strategic leadership for the University's financial planning, administrative services, human resources, contracts, and legal coordination. The Vice Chancellor partners closely with academic and administrative leaders to align institutional resources with the University's mission, strategic priorities, and commitment to student success.
As the University's chief business officer, the Vice Chancellor develops financial strategies that ensure long-term institutional sustainability while promoting operational excellence, regulatory compliance, and responsible stewardship of public resources. The position serves as the principal liaison with the LSU System on financial and administrative matters, ensuring that university policies, procedures, and business practices align with LSU System policy, Board of Supervisors directives, and applicable state and federal laws.
Essential Duties and Responsibilities Executive Leadership
- Serves as a member of the Chancellor's Executive Council and principal advisor on financial and administrative matters.
- Provides strategic counsel to the Chancellor regarding institutional planning, fiscal sustainability, organizational effectiveness, and operational priorities.
- Collaborates with executive leadership to advance the University's strategic plan and institutional goals.
- Develops long-range financial and administrative strategies that support enrollment growth, academic excellence, student success, and campus development.
- Represents the University before the LSU System, Board of Supervisors, state agencies, auditors, legislators, financial institutions, and external partners.
Financial Leadership
Serves as the University's Chief Financial Officer by providing executive oversight for:
- Revenue Forecasting and Management
- Tuition and Fee Pricing Structure
- Financial planning and analysis
- Institutional budgeting
- Multi-year financial forecasting
- Accounting and financial reporting
- Cash management and investments
- Internal controls
- Debt management
- Auxiliary enterprise financial management
- Capital financial planning
- Fiscal policy development

Develops financial strategies that promote institutional sustainability while ensuring sound stewardship of University resources.
Provides timely financial analysis and recommendations to support executive decision-making and institutional planning.
Facilitates the preparation and submission of all financial reports required by the LSU System, Board of Supervisors, State of Louisiana, auditors, accrediting agencies, and other regulatory entities.
Administrative Services
Provides executive leadership and oversight for administrative operations including, but not limited to:
- Finance and Financial Reporting
- Accounts Payable and Accounts Receivable

The Vice Chancellor continually evaluates administrative processes to improve efficiency, service, compliance, and operational effectiveness.
Human Resources Leadership
Provides executive oversight of the University's Human Resources function by:
- Directing institutional human resource strategy and workforce planning.
- Ensuring effective employment practices, recruitment, onboarding, employee relations, classification, compensation, and benefits administration.
- Promoting compliance with applicable employment laws, LSU System policies, and university procedures.
- Supporting organizational development, employee engagement, leadership development, and succession planning.
- Advising university leadership on personnel matters and organizational effectiveness.
- Understanding and ensuring compliance with Louisiana State Civil Service regulations and guidelines.
Contracts, Legal Affairs, and Policy Coordination
Provides executive oversight for institutional contracts and legal coordination by:
- Overseeing the review, administration, execution, and retention of university contracts and agreements.
- Serving as the University's primary administrative liaison with LSU System legal counsel.
- Coordinating legal review of contracts, personnel matters, regulatory issues, claims, and other institutional legal matters.
- Advising university leadership regarding contractual obligations, administrative policy, and institutional risk.
- Ensuring university administrative practices remain aligned with LSU System policy, Board of Supervisors regulations, state law, and applicable federal requirements.
- Assisting in the development, review, and implementation of institutional administrative policies and procedures.
Budget and Resource Management
- Leads development of the University's annual operating and capital budgets.
- Collaborates with vice chancellors, deans, directors, and department leaders in institutional budget planning.
- Monitors financial performance and recommends resource reallocations when appropriate.
- Develops budget models that support institutional priorities and strategic initiatives.
- Ensures transparency and accountability in financial decision-making.
- Collaborates and partners with LSU System and other LSU Institutional CFOs on statewide budgetary management and issues.
Strategic Planning and Institutional Effectiveness
- Participates in University strategic planning initiatives.
- Evaluates the financial implications of new academic programs, enrollment initiatives, and capital investments.
- Identifies opportunities for operational efficiencies and organizational improvement.
- Supports institutional innovation through responsible financial planning and resource allocation.
- Partners with academic leadership to align financial resources with institutional priorities.
Institutional Research and Effectiveness
- Provides administrative oversight for the Office of Institutional Research and Effectiveness, ensuring the timely and accurate reporting of institutional, financial, enrollment, and operational data while collaborating with the Chancellor and Executive Council on strategic planning, institutional effectiveness, accreditation, assessment, performance metrics, and state, federal, and LSU System reporting requirements.
Compliance Governance
Ensures institutional compliance with:
- LSU System policies
- LSU Board of Supervisors regulations
- State of Louisiana laws, statutes and regulations
- Federal laws and regulations
- Applicable employment laws and regulations
Coordinates internal and external audits and oversees implementation of audit recommendations. Provides executive leadership for enterprise risk management and maintains effective systems of financial and administrative internal controls.
Leadership and Organizational Development
- Provides leadership, supervision, and professional development for administrative divisions.
- Builds a culture of service, accountability, collaboration, continuous improvement, and innovation.
- Develops future administrative leaders through coaching and mentorship.
- Promotes data-informed decision making throughout administrative operations.
- Fosters collaborative relationships across academic and administrative divisions.
Minimum Qualifications
- Master's degree in Business Administration, Accounting, Finance, Public Administration, Higher Education Administration, or a closely related discipline; or CPA license
- Minimum of seven years of executive leadership experience in finance, administration, or business operations.
- Demonstrated experience managing complex organizational budgets and financial operations.
- Experience supervising multiple administrative departments.
- Demonstrated success in strategic planning and organizational leadership.
Preferred Qualifications
- Senior financial leadership experience within public higher education.
- Experience with the LSU System or another public university system.
- Knowledge of Louisiana state finance, procurement, budgeting, and employment regulations.
- Experience leading organizational change, capital projects, and operational transformation.
