Tender Delivery Procurement Technical Lead

The Role:

The Supply Chain function in UÉ manages the end-to-end strategic procurement process through Supply Chain Category Management, Supply Chain Capital Delivery, and Supply Chain Operations.

The Supply Chain Tender Delivery team structure in Uisce Éireann is a specialised model with distinct focus on standardised, efficient execution of Direct, Indirect and Capital tenders, contracts and Oracle P2P activities in line with internal PD02 & PD03 compliance obligations and external EU Procurement Regulations.The team provides Public Procurement leadership for specific category areas across Uisce Éireann and is responsible for mentoring, developing and cross training team members throughout Tender Delivery, to maximize capacity for effective delivery of the Supply Chain Demand Plan. Additionally, they are accountable for procurement compliance.

Reporting to the Tender Delivery Procurement  Indirect Manager, the Tender Delivery Procurement Technical Lead will be responsible for ensuring compliant and efficient execution of tenders, contracts and P2P activities through best in class standardised and efficient processes.

Main Duties and Responsibilities:

• Ensure tenders and contracts are delivered in strict compliance with EU Procurement Regulations, PD02 & PD03.

• Responsible for providing procurement expertise to Business Owner and responsible for ensuring appropriate governance over Uisce Éireann tenders.

• Prepare and coordinate strategic OJEU and stand-alone tender documentation and oversee tender process.

• Provide procurement expertise and guidance to evaluation teams, organise consensus scoring sessions where relevant and supplier award processes in accordance with UÉ governance committee sign-off rules as well as internal procurement policies.

• Manage direct reports and ensure the Tender Delivery team places a high priority on service delivery and quality customer service.

• Act as point of escalation for Tender Delivery Team on matters including tenders and PO processing and relevant systems.

• Responsible for effective internal controls in the Supply Chain Tender Delivery process and adherence of team to policies and procedures.

• Ensure a high quality, responsive and effective Supply Chain support service to all customers across the organisation.

• Ensure all processes and policies are compliant with relevant Supply Chain Governance Framework, best practise, policies and procedures as set down by Leadership Team.

• Ensure all Uisce Éireann Purchase Orders are processed in line with agreed service levels and KPIs as well as compliance to published procurement policies and procedures.

• Drive and deliver tenders on schedule as per the approved Demand Plan agreed with Strategy, TDT, P&V and business stakeholders.

• Oversee Integrated Assurance and ensure accurate reporting of sole source, emergency and non-competitive procurements.

• Collaborate with the Tender Delivery Managers to identify opportunities which will drive efficiencies and lead to standardisation and continuous improvement across tender delivery team.

• Manage business stakeholders, lead relevant meetings and build a culture that encourages strong working relationships with Supply Chain area and customers (Supply Chain Strategy, Legal, Business Services, Business Delivery Partners and other stakeholders).

• Work closely with and build lasting relationships with the Supply Chain Strategy and Value and Performance teams ensuring frequent and close interaction is maintained.

• Lead staff and drive a collaborative culture.

• Other duties as required from time to time. 

General Duties and Responsibilities 

• Collaboration with key internal stakeholders across the UÉ business.

• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.

• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.

• Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.

• Other duties as required.

Knowledge, Skills and Experience:

• Relevant third level qualification and or accreditation is desirable 

• A minimum of 5 years Experience in the water, utilities or similar industries is desirable and or relevant experience 

• Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally 

• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others

• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results

• Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions

• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements

• Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
