Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking a Technical Accounting Analyst. The Technical Accounting Analyst performs routine to moderately complex technical accounting activities to ensure financial accuracy and compliance for DMV, Motor Vehicle Dealer Board, and DMV Transfer Payments.
The role focuses on execution of journal entries, reconciliations, and daily interfaces across Oracle EBS, Cardinal Financials, and CSS, resolving standard errors, validating coding, and maintaining audit-ready documentation with adherence to GAAP and the Commonwealth Accounting Policies and Procedures (CAPP) Manual. The Analyst supports month-end/year-end close and collaborates with senior staff on exceptions requiring advanced judgment.
The position works closely with other departments within the Controller’s Office, Budget, Grants Management, IT, and other stakeholders to maintain data integrity, support accounting processes, and ensure compliance with internal controls and ARMICS standards. It assists with resolving routine accounting discrepancies, maintains audit-ready documentation, and contributes to process improvements and system updates.

Minimum Qualifications
• Foundational knowledge of GAAP and the Commonwealth Accounting Policies and Procedures (CAPP) Manual.
• Understanding basic technical accounting principles, including journal entries and interagency transactions.
• Strong analytical skills with proficiency in Microsoft Excel (pivot tables, lookups, and formulas).
• Effective communication and collaboration skills for working with internal stakeholders and documenting procedures.
• Ability to follow structured workflows, review data for accuracy, and identify when issues require escalation.
Additional Considerations
• Experience generating reports and validating financial data across multiple systems.
• Familiarity with ERP systems such as Oracle EBS and Cardinal Financials, and the ability to operate within integrated financial environments.
• Understanding of ARMICS internal control requirements and audit preparation processes.
• Ability to identify trends and contribute to process improvement initiatives.
• Experience supporting automation or system related enhancements.
• Ability to interpret statewide reporting requirements and apply GAAP and CAPP standards to routine tasks
