GENERAL DESCRIPTION OF JOB:

The Tax Systems Analyst is responsible for ensuring each new tax year is set up and maintained correctly throughout the year in the tax software system, making sure that expected revenue balances to system generated revenue, and adhering to strict due dates for billing purposes. Various reports to the State of Colorado are required to be generated and remitted by statutorily mandated due dates.  Vendor relations and support for various interfaces must be updated and managed by ongoing testing.

This position is also a liaison between the Treasurer’s Office / Public Trustee’s Office and the Arapahoe County Communications Department to help maintain, draft, and track many internal regular publications to employees as well as external regular publications to the general public. This position requires the analysis of a variety of complex facts from a diverse operation to ensure timely workflow and compliance with state statutes within the office and in coordination with other affected agencies/departments/offices.

DUTIES:

• Tax Warrant Roll and Tax Maintenance:  Creates and reconciles the tax warrant roll each year in preparation for billing and collection of property taxes. 

• Tax Statements: Works in tandem with Business Analyst/Report Writer to create tax statements throughout the year, verifying accuracy and ensuring proper archival.  May also contribute to editing or creating new forms for tax statements and/or postcards.

• Reports: Runs, verifies, and submits various reports to the State of Colorado, Department of Local Affairs, and others by statutorily mandated deadlines or requested due dates.

• Special Assessments:  Sets up and maintains special assessments, including amortized assessments; and removes certain special assessments in preparation of the tax lien sale.  Tracks unpaid amortized assessment installments to insure the property owners are properly notified of the consequences of tax liens; and makes sure the correct amounts are included in the tax lien sale, if required.

• Tax Lien Sale and Publication:  Oversees the tax lien sale process, to include researching delinquent taxes and working with vendors on publications.  During tax sale season, updates the website and auction sale site(s), ensuring correct tax amounts are listed, and processes payments when the sale is complete.

• Serves as a Treasurer’s Office IT Liaison, alongside the Business Analyst/Report Writer.  Assists in the testing of day-to-day functions when new software updates are installed, to include reporting and managing the follow-up of bugs and malfunctions.

• Monitors, researches, and recommends implementation of policies and procedures to improve the efficiency of the office with respect to property tax processes, including, but not limited to billing and payment processing.  Also includes the maintenance of documentation for position-related procedures.

• Assists in general department functions during busy times (to include, but not limited to, answering phones, processing mail/payments, responding to e-mails, etc.).

• Proactively maintains a schedule for the Treasurer and Public Trustee’s offices for distribution of statutory and timely information on the appropriate websites, as well as both internally and externally as necessary. Works closely with the County’s Communications Department to draft, review, approve, and track such information for distribution.  This could include, but is not limited to, social media campaigns, e-mails to subscribers, monthly communications in print and email to internal employees, physical external communications to the public such as advertisements on postcards, etc.

Education and Experience:  

• High school diploma
• 2+ years administrative experience OR 1+ year experience working in a Treasurer’s / Controller’s / Finance office within the public sector
• A combination of education and experience may be considered

Preferred Education and Experience:

• Experience working in Finance, Treasurer’s, or Controller’s office within public sector
• Ability, interest, and / or aptitude to work within, understand, and manipulate complicated spreadsheets with hundreds of lines of information.

• Experience in graphic design, form creation, and/or political / government communications.

Pre-Employment Additional Requirements:

• Must successfully pass pre-employment testing which may include an acceptable motor vehicle record (MVR) and background check.

WORK ENVIRONMENT:

• Work is generally confined to a standard office environment.
• May be eligible to work from home after 6 months.
