Description of Work

Title IV, Part D of the Social Security Act, the Child Support Services Section within the Division of Social Services establishes administrative procedures and financial accountability for core services: 1) Location of the Non-Custodial Parent; 2) Establishment of Paternity; 3) Establishment of Support Obligation; 4) Collection of Support Payments; and 5) Enforcement of Support Obligation. There are four units of organization in the Central Office and the Tax unit is located under Fiscal Operations.
The tax intercept process is used in all appropriate Public Assistance (PA) and Non-Public Assistance (NPA) cases as provided for in Public Law 97-35, 98-378, and NCGS 105A). Federal regulations stipulate that the procedure is to be used in conjunction with other appropriate enforcement remedies. Tax intercept must be implemented for all cases that meet the criteria for submittal to state and/or federal revenue agencies.
The primary purpose of this position is to distribute income tax refunds and enforce other state level collection remedies on child support services (IV-D) cases. This position is responsible for working with others to intercept income tax refunds and perform other state level administrative enforcement remedies for the purpose of increasing collections on IV-D cases and increasing the support to custodial parents. The Tax Intercept Lead Agent provides support for IV-D workers in processing and adjusting tax refunds, identifying potential tax fraud and processing passport reinstatement requests. In addition, this position will be responsible for functions to collect, analyze, and compile data for management and programmatic reporting. This position’s functions include:
• Processing tax and other administrative remedy requests received from federal, state and local child support offices.
• Identifying, distributing, and tracking tax offset collections.
• Researching various available systems to determine whether tax offset should be released in accordance with NC Child Support Services.
• Processing financial reports.
• Processing passport revocation reinstatement requests.
• Compiling data and preparing reports as directed by management.
• Serving as back up to other functions within the team, such as: Financial Institution Data Matching, NIVD case processing, lottery processing, Professional License Match Revocation, Bankruptcy and other duties as assigned.

Salary Range: $41,206 - $72,113
Recruitment Range: $41,206 - $47,445
