Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
- The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
- Independently studies problems facing operating unit functions or those of particular concern within the organization assigned.
- Analyzes assigned program areas to discern trends in program delivery.
- Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area

Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience must include the following:
- Experience in Integrated Data Retrieval System (IDRS), Accounts Management System (AMS), Correspondence Imaging Inventory (CII), Business Masterfile Database (BMFIC), Enterprise File Services (EFS) or Electronic Fraud Detection System (EFDS) to analyze taxpayer data. Adhering to disclosure, adjustment and statute procedures. Recognizing tax issues that impact assigned programs to make recommendations. Working refund fraud and identity theft.
- Utilizing IDRS and program database report functions to collect data from completed reviews and forecast inventory performance metrics based on historical data. Analyzing inventory data to present in interactive reports using Microsoft Excel. Performing data analysis to identify effectiveness, necessary, improvements or gaps in new initiative implementations.
- Utilizing cross-functional programs and their interrelationship with assigned program to provide recommendations for improvement based on the results of internal control program reviews. Reviewing proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluating new requirements.
- Utilizing IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans, determine impact of changes on program goals, and provide technical guidance on issues, proposals, and activities impacting program operations.
- Applying technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports.
- Delivering oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements, corrective action, and/or changes in program operations.

You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
