At Clark Pacific, the Strategic Procurement Manager is responsible for developing, implementing, and continuously improving our material sourcing strategy. This role works closely with Engineering, Manufacturing, and Procurement to optimize cost, quality, supply continuity, and overall value. The Strategic Procurement Manager leads strategic sourcing, supplier negotiations, market analysis, and supplier development while identifying opportunities to deliver measurable savings and cost avoidance.
Total compensation package range: $125,000 – $147,000
Essential Duties and Responsibilities:

- Develop and drive strategic procurement strategies for assigned material categories.
- Manage sourcing strategies across demand, supply base, inventory, pricing, and risk.
- Conduct market intelligence and commodity analysis to identify pricing trends, capacity constraints, risks, and sourcing opportunities.
- Partner with Engineering to develop and maintain material demand forecasts across plants.
- Lead supplier negotiations and administer national supply agreements, blanket purchase orders, and scheduled releases.
- Identify and proactively mitigate supplier, commodity, capacity, financial, quality, and supply continuity risks.
- Identify, evaluate, and select suppliers based on quality, cost, delivery, service, and risk.
- Develop business cases and recommendations for sourcing solutions.
- Build and maintain strong, long-term supplier partnerships.
- Establish and monitor savings, cost avoidance, working capital, and supplier performance goals.
- Support product standardization and identify opportunities to reduce overall organizational costs.
- Ensure procurement strategies align with corporate goals, contractual requirements, regulatory requirements, and total cost of ownership.
- Partner cross-functionally with Procurement, Manufacturing, Engineering, Logistics, Accounts Payable, Field Assembly, and other internal teams.
- Other duties as assigned.
Qualifications:
- Bachelor’s degree in a related discipline or an equivalent combination of education and experience.
- Minimum of 5–7 years of experience in strategic sourcing, including category strategy and planning.
- Category or commodity management experience preferred.
- Experience transitioning project-based purchasing to forecast-based or contract-based sourcing strongly preferred.
- Multi-plant or multi-site sourcing experience preferred.
- Experience within construction or manufacturing environments preferred.
- Experience sourcing commodities such as steel, concrete, glass, prestressing strand, reinforcing steel, embeds, trucking, equipment, logistics, or transportation is preferred.
- SQL and Power BI experience preferred.
Skills and Abilities:
- Strong negotiation, influencing, and supplier relationship management skills.
- Ability to manage both volume-based and project-based purchasing strategies.
- Experience developing and administering Master Supply Agreements, blanket purchase orders, and scheduled releases.
- Strong understanding of long-lead materials, forecasting, inventory, and supply risk.
- Ability to read engineering specifications and mill certifications.
- Strong analytical, project management, and problem-solving skills.
- Demonstrated ability to achieve measurable savings, cost avoidance, and value engineering results.
- Proficiency with Microsoft Excel, Word, and PowerPoint.
- Familiarity with ERP, MRP, and MES platforms.
- Experience with vendor-managed inventory programs, Kanban, and purchase requisition systems preferred.
