Summary Statement

The State of Delaware is engaged in an ERP project to replace its legacy HCM, payroll, and financial management systems. The incumbent in this position will assist the Financial Functional Project Manager and lead five module teams through design, configuration, and testing phases of the implementation of the new cloud software solution. The individual will also be responsible for working with State and outside organizations to develop test plans related to interface files between their legacy systems and the new solution. The individual requires both system and functional accounting expertise and must understand the State financial structure. The incumbent will lead the module teams through various phases of the project and the stabilization period.

Job Requirements

JOB REQUIREMENTS for State Accounting Administrator II Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Two years' experience in planning, directing, staffing, monitoring, and evaluating financial studies or projects such as special reports, compliance studies, upgrades or updates, or enhancements to financial business processes or automated information systems.
  2. Three years' experience in conducting statistical analysis, internal control reviews, or preparing financial statements such as balance sheets and profit and loss statements or risk assessments to identify risks, variances, trends, and discrepancies and recommending improvements based on findings.
  3. Three years' experience in developing and evaluating internal controls, or other accounting policies or procedures.
  4. One year of financial management experience which includes developing, implementing, supervising, evaluating, and overseeing financial operations, services or systems and ensuring goals and objectives are met. 
  5. One year of experience in strategic planning including establishing goals, objectives, and priorities supporting an organization’s overall mission.
  6. Two years’ experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

The Division of Accounting may offer remote work and flexible schedules where appropriate. These options will be discussed during the interview and are dependent on position responsibilities.
