Career Opportunity

The TTC currently has 2 permanent positions for the Senior Procurement Specialist role within our dynamic Procurement and Category Management Department! 

What You Will Do

You will be responsible for the end-to-end procurement of complex categories of spend, including high-value, specialized, and hard-to-source products and services, in strict compliance with TTC’s Procurement Policies and departmental procedures.

Your will develop, maintain and prepare unique and project-specific contract documentation such as RFPs, RFQs, NRFPs, RFIs, ACAN, and other procurement instruments.

You will lead contract negotiations and manage approvals for the acquisition of complex goods and services related to capital projects (e.g., engineering and maintenance services, specilaized equipment, equipment rentals, system upgrade and maintenance, major infrastructure contracts, and technical services etc). Additionally, you will prepare standard letters, forms, and procurement tender/proposal documents to support project delivery within TTC’s operational and regulatory framework.

The selected incumbent will ensure procurement related activities are in compliance with TTC policies, industry standard, and trade agreements (i.e. CFTA, CETA). Responsibilities include reviewing client requirements, developing procurement strategies, issuing tenders and RFPs, evaluating bids, negotiating contracts, and preparing recommendation reports. The role also involves providing expert guidance on commercial, financial, and contractual matters, and implementing effective procurement schedules and evaluation methodologies to support strategic sourcing initiatives.


The selected incumbent will market research, risk assessments, and vendor prequalification to ensure competitiveness and compliance. and coordinate and facilitate meetings (pre-bid, site tours, kick-offs, debriefs), manage communications with bidders, and oversee consensus evaluations.

You will utilize TTC’s electronic bidding portal for documentation and scoring and prepare award recommendations and reports as well as support contract finalization, execution, and cost reduction initiatives, while contributing to continuous improvement in procurement practices.

The successful candidate will collaborate with internal stakeholders, vendors, and public sector partners to provide expert advice on contractual matters. Responsibilities include developing category strategies, resolving contract-related issues, and market trends, and implementing cost-saving initiatives. The role also involves driving strategic supplier selection to enhance service, quality, value, and risk management across assigned procurement categories.

You will assist the Category Manager in the training and guidance of the team while assisting with the implementation of industry best practices initiatives in their category portfolio.
