Senior Procurement Officer, Enterprise Procurement

Summary:

The senior procurement officer provides advanced procurement support to academic, research, and administrative units across the university, with a primary focus on complex and high‑value sourcing activities. This role leads and coordinates procurement processes from initial planning through contract execution within approved authority levels and applicable frameworks. The officer functions as a subject matter expert for specialized and high‑risk procurements supporting the Administration Category, focusing on Services. This role supports institutional objectives by advancing category strategies, addressing complex procurement matters, and contributing to service and process improvements.

Duties and Responsibilities:

• Leads complex and high‑risk procurement activities for goods and services within assigned categories, from planning and sourcing through contract execution and completion of the source‑to‑pay cycle
• Advises faculty, staff, researchers, and units on advanced procurement strategies, contracting approaches, and sourcing options aligned with institutional frameworks
• Serves as a subject matter expert for specialized procurement initiatives within assigned categories
• Develops and executes request (RFx) documents, negotiation strategies, and contracting approaches for competitive and sole‑source procurements
• Negotiates contractual terms, pricing, and conditions with vendors to achieve value, mitigate risk, and support institutional interests
• Executes and records purchase orders and contracts in accordance with approved terms, delegated authority, and due diligence standards
• Supports the development and implementation of category management strategies in collaboration with category specialists
• Addresses complex procurement issues and coordinates resolutions in collaboration with relevant partners
• Builds and maintains effective working relationships with internal stakeholders and external vendors
• Monitors emerging trends, market conditions, and legislative changes with potential impact on procurement practices
• Resolves complex procurement inquiries and related administrative processes using enterprise procurement systems and case management tools
• Evaluates procurement processes and identifies opportunities to enhance service delivery, consistency, and operational effectiveness
• Coordinates with internal service partners and campus units to support integrated procurement outcomes
• Communicates and acts in a respectful and professional manner, collaborates effectively, abides by policy, and contributes to a positive and productive work and learning environment
• Engages in continuous learning by participating in activities, training, and events related to Indigenous engagement, reconciliation, equity, diversity, and inclusion

• Undertakes related duties, as assigned, consistent with the nature of the position

Qualifications:

• A bachelor’s degree in business, operations management, or a related field
• A professional designation in Supply chain management is an asset
• A minimum of four years of experience in procurement, supply chain management, or operations management with increasing responsibility and authority including supporting competitive procurement processes and applying contract law principles
• Demonstrated experience developing RFx documents, sourcing strategies, negotiation approaches, and contracts
• Demonstrated experience within an administrative category including but not limited to business consulting, marketing services, legal service, financial and investment services, event management services, and general advisory services
• Experience with public‑sector procurement is an asset
• Knowledge of research, technical, information technology, or scientific equipment procurement is an asset
• Excellent interpersonal, communication, and negotiation skills
• Strong customer service skills
• Ability to work effectively both independently and collaboratively in a team
• Excellent problem-solving, judgement, and decision-making skills
• Proficient computer skills, including Microsoft Office applications, e‑procurement platforms, enterprise resource planning systems, and case management tools

Salary: The salary range, based on 1.0 FTE, is $69,035.00 - 107,868.00 per annum. The starting salary will be commensurate with education and experience.
