Senior Financial Analyst

MassHealth Information Technology (MassHealth IT) supports the Commonwealth's Medicaid Enterprise and Eligibility systems through the planning, implementation, and ongoing management of complex technology solutions that enable the delivery of health care benefits to more than two million Massachusetts residents. MassHealth IT partners closely with business and technology stakeholders across EOHHS, the Executive Office of Technology Services and Security (EOTSS), the Massachusetts Health Connector, and external vendors to ensure reliable, efficient, and compliant delivery of critical business systems.

Position Overview

The Executive Office of Health and Human Services (EOHHS) is seeking an experienced Senior Financial Analyst to support the financial management of the MassHealth IT portfolio. This position combines advanced financial analysis with project management disciplines to coordinate budgeting, forecasting, financial reporting, expenditure monitoring, and financial process improvement activities across multiple technology programs and funding sources.

The successful candidate will serve as the primary financial resource for assigned MassHealth IT programs and initiatives, providing detailed financial analysis, budget development, expenditure forecasting, and reporting while ensuring compliance with applicable Commonwealth and federal financial requirements. The position requires exceptional analytical skills, sound financial judgment, and the ability to organize and coordinate complex financial activities involving multiple stakeholders, funding sources, contracts, and program priorities.

The successful candidate will be expected to work independently, establish productive working relationships quickly, and contribute immediately to ongoing financial management activities with minimal onboarding.

Working collaboratively with MassHealth IT leadership, program managers, the EOHHS Office of Financial Management, the Office of Federal Finance and Revenue, EOTSS, and other administrative partners, the Senior Financial Analyst will help ensure the effective stewardship of public resources through accurate financial reporting, consistent financial processes, and proactive fiscal management.

Although the position applies project management principles to coordinate finance-related activities across multiple programs, its primary focus is financial analysis, budgeting, reporting, forecasting, and continuous improvement of financial management processes.

This position reports to the Director of Program Planning and Administration and works closely with program leadership throughout the MassHealth IT organization.

The primary work location is 1 Enterprise Drive, Quincy, Massachusetts. The position is primarily remote, with occasional on-site attendance required based on business needs.

Primary Responsibilities

Financial Planning, Budget Development, and Forecasting

• Lead the development, coordination, and ongoing monitoring of operating budgets, spending plans, and financial forecasts for assigned MassHealth IT programs.
• Analyze budget-to-actual performance and recommend appropriate adjustments based on expenditure trends, funding availability, operational priorities, and program requirements.
• Develop financial projections and expenditure forecasts to support annual budgets, fiscal planning activities, and federal Advance Planning Documents (APDs).
• Monitor expenditures across multiple appropriations, contracts, funding sources, and technology initiatives to ensure responsible financial management.
• Support fiscal year closeout activities, including expenditure reconciliation and budget adjustments.

Financial Analysis and Reporting

• Analyze complex financial data to identify trends, variances, and emerging risks, and provide actionable recommendations that support operational and financial decision-making.
• Prepare recurring and ad hoc financial reports, expenditure analyses, forecasts, and budget variance reports for executive leadership and program management.
• Develop and maintain standardized financial reporting templates, dashboards, and tracking tools that improve consistency and transparency across MassHealth IT.
• Analyze expenditure data using Commonwealth financial systems and reporting tools; perform reconciliations and validate financial information to ensure the accuracy and integrity of financial reporting.
• Prepare reports supporting state and federal reporting requirements and financial oversight activities.
• Recommend and implement improvements to financial processes, reporting practices, and internal controls.
• Coordinate recurring financial reporting, budget, and funding deliverables to ensure timely completion and compliance with established deadlines.

Program Financial Management, Coordination, and Compliance

• Serve as the primary financial liaison between MassHealth IT, the EOHHS Office of Financial Management (OFM), the Office of Federal Finance and Revenue (OFFR), EOTSS, and other Commonwealth partners on the Health Insurance Exchange (HIX) eligibility and enrollment system and other assigned MassHealth IT programs.
• Lead financial activities supporting annual operating budgets, spending plans, expenditure requests, and federal funding submissions for the HIX system and other assigned MassHealth IT programs.
• Support the preparation and submission of federal funding documentation, including Advance Planning Documents (APDs), by providing financial analysis, expenditure projections, and supporting documentation.
• Review vendor invoices and supporting documentation to verify consistency with contractual requirements, authorized expenditures, and available funding.
• Monitor contract expenditures and encumbrances across multiple vendors and funding sources, identifying potential issues before they affect program operations.
• Execute expenditure adjustments, funding reallocations, and financial corrections as directed by OFM or program leadership.
• Prepare financial information and supporting documentation for audits, federal reviews, and other oversight activities.
• Respond to ad hoc financial inquiries from MassHealth leadership, EOHHS, EOTSS, oversight agencies, and other stakeholders.
• Partner with program managers and technical leadership to evaluate the financial impacts of proposed initiatives, operational changes, and procurements.
• Provide financial support for procurement planning through cost estimates, funding analyses, and financial requirements for contracts and procurements.
• Recommend enhancements to financial reporting, documentation, internal controls, and business processes that strengthen financial governance and operational efficiency
• Provide financial insight and analytical support that enables MassHealth IT leadership to make informed decisions regarding budgeting, funding, and resource allocation.

Required Qualifications

• Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Economics, or a closely related field; equivalent professional experience may be substituted.
• A minimum of five (5) years of progressively responsible professional experience in financial management, budgeting, forecasting, accounting, auditing, financial analysis, or financial reporting.
• Demonstrated experience coordinating financial activities across multiple projects, programs, or organizational units.
• Strong knowledge of governmental budgeting, financial reporting, internal controls, and expenditure management.
• Demonstrated ability to analyze complex financial data, identify trends, perform variance analysis, and develop meaningful financial recommendations.
• Advanced proficiency with Microsoft Excel, including financial modeling, PivotTables, advanced formulas, and data analysis.
• Excellent analytical, organizational, and problem-solving skills with exceptional attention to detail.
• Demonstrated ability to manage multiple priorities, meet deadlines, and adapt to changing business needs.
• Excellent written and verbal communication skills, including the ability to present complex financial information clearly to diverse audiences.
• Demonstrated ability to build effective working relationships across organizational boundaries and collaborate with technical, operational, financial, and executive stakeholders.

Preferred Qualifications

• Master’s degree in Finance, Accounting, Business Administration, Public Administration, or a related discipline.
• CPA, CGFM, PMP, or other relevant professional certification.
• Experience supporting budgeting, financial management, or financial reporting within the Commonwealth of Massachusetts or another large public-sector organization.
• Familiarity with Commonwealth budgeting, accounting, procurement, or federal funding processes.
• Experience supporting large technology initiatives or enterprise IT organizations.
• Familiarity with federal cost allocation methodologies and Medicaid claiming.
• Experience with SharePoint, Jira, Power BI, or similar reporting and collaboration tools.
• Experience developing standardized financial reporting tools, dashboards, or performance metrics.
