Reporting to the Manager, Budget and Financial Analysis, The Senior Financial Analyst provides financial analysis support to all Divisions and Regional Offices for the Department of Health. The position provides a functional role during fiscal year with respect to planning, forecasting, and coordinating the budget and financial administration of the Departments budget in conjunction with the Manager, Budgets and Financial Analysis and ensures that revenues and expenditures are accurately reflected in the general ledger. In addition, the position recommends changes to reconciliation procedures, monitors internal control systems and procedures to ensure integrity of transactions. The position plays a key role in assuring that financial processing meets requirements as stipulated in the FAM and is responsible for the integrity of payroll coding as stipulated in departmental budget. The position is responsible for providing independent financial reviews, preparing financial reporting and objective analyses including support and advice for the Department of Health while monitoring compliance with Department's Mandate and Business Plan.
The primary responsibilities of this position includes the following:
- Assists with historical data gathering and preparing analyses needed for the development of the O&M and Capital budgets;
- Provides advice and support with respect to budget development; and collecting information throughout the fiscal year for any possible improvements in the future budgetary process.
- Completes analyses and prepare status reports;
- Assists in the reconciliation of Vote 04/05 expenditures;
- Researches and provides background information for FMB & and Cabinet submissions for presenting merits of benefits vis-a-vis the costs of not pursuing the proposed course of action, identification of any tangible return on investment(s), efficiencies, economies and effectiveness; and
- Provides advice and support with respect to implementation of financial proposals & plans.
- Ensures the requirements of the FAA, Financial Administration Directives, GN & Departmental regulations, policies, procedures, guidelines, NNI, NLCA, and other applicable Legislation are being abided by through diligent and comprehensive review of accounting transactions;
- Ensures the financial systems are operating efficiently;
- Verifies general ledger correcting and adjusting entries and approves prior to forwarding, for input into the government accounting system in a timely manner;
The knowledge, skills, and abilities required for this job are usually obtained through a recognized Professional Accounting Designation (CPA) or substantial completion towards a professional Accounting Designation (CPA); and
- Two (2) years related experience in accounting, finance or business administration.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
