ABOUT OATH:
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding more than 250,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
The Division of Financial Services at OATH is responsible for managing the agency’s $82.5 million annual expense budget, in addition to ensuring fiscal integrity for all financial functions carried out by the agency. The Budget Department is responsible for working closely with the Mayor’s Office of Management and Budget to ensure appropriate funding levels are available so that the agency can pursue its core mission of administering fair and timely administrative hearings.
OATH The agency seeks to hire a Senior Financial Analyst responsible for supporting financial planning, budget administration, operational financial analysis, procurement coordination, and contract reconciliation activities across agency divisions. Under the direction of Executive Director for Budget and Accounts Payable, the Senior Financial Analyst will oversee complex financial operations, monitor expenditure trends, support revenue and spending plan development, and ensure compliance with agency financial policies and procedures. The Senior Financial Analyst will coordinate with internal divisions, procurement unit, Financial Analysts, vendors, and executive leadership to maintain accurate financial reporting, support fiscal planning initiatives, and strengthen operational accountability. The role supports financial transparency, budget monitoring, procurement tracking, revenue allocation management, and vendor payment oversight across agency programs and administrative functions. The Senior Financial Analyst will also resolve payment discrepancies, monitor voucher processing activities, and maintain accurate financial tracking documentation within the Financial Management System (FMS). The position will support Accounts Payable Unit (APU) operations, OTPS budget monitoring, requisition tracking, budget modification processing, and reconciliation of financial transactions. The position supports fiscal accountability, regulatory compliance, operational transparency, and financial reporting accuracy through detailed financial review, tracking, and ensuring timely processing of invoices, reconciliation of payment records, and preparation of budget and revenue reports.
Financial Planning and Budget Administration:
- Support and coordinate Financial Plan exercises, including Spending Plan Updates, Personal Services (PS) and Other Than Personal Services (OTPS) allocations, and financial baseline adjustments.
- Prepare and maintain Revenue Recognition Plans and updated revenue baseline allocation and distribution schedules.
- Conduct financial analysis related to agency operational expenditures, revenue projections, and budget utilization trends.
- Assist with Lease Survey preparation, lease tracking activities, and financial review of lease-related expenditures.
- Monitor and reconcile financial activities associated with complex contracts and agreements.
- Communicate with vendors, division representatives, and agency certifiers to resolve discrepancies related to invoicing, certifications, payment approvals, and receipt of goods or services.
Contract and Vendor Financial Reconciliation:
- Perform financial analysis and invoice reconciliation for the more complex contracts such as Konica and Xerox copier contract
- Complete OMB lease expense survey during OMB’s financial plan preparation.
- Review and validate vendor invoices, procurement transactions, and supporting documentation for accuracy and compliance.
- Coordinate with procurement and accounts payable units to resolve discrepancies related to contracts, purchase orders, and vendor payments.
- Supervise voucher tracking sheet logs and vendor payment tracking systems to ensure timely processing and payment accountability.
- Monitor OTPS bi-weekly reconciliation activities related to pending requisitions and procurement transactions.
Procurement and Financial Systems Support:
- Support the Executive Director for Budget and Accounts Payable and Financial Analysts in processing requisitions (RQC1) and Purchase Orders (POs) through Passport and FMS.
- Review procurement requests for completeness, funding availability, and compliance with agency financial procedures.
- Assist in maintaining procurement tracking records, expenditure documentation, and financial control reports.
- Coordinate with internal divisions regarding procurement status updates, approvals, and financial documentation requirements.

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
