The Asset Management Unit is responsible for the asset management and compliance monitoring of the Agency’s existing affordable housing portfolio. This portfolio has been financed under various loan and subsidy programs including HTF, TKEY, HOME, LIHC and SLIHC.
Duties and Responsibilities:
- Conduct internal audits of programs, projects, workflows, records, and operational practices within the Statewide Asset Management Unit.
- Review agency files, financial records, regulatory agreements, management procedures, site visit records, owner correspondence, and related documentation to determine whether established requirements and agency procedures are being followed.
- Evaluate whether internal teams are consistently following HCR protocols, including file review procedures, site visit standards, documentation requirements, reporting expectations, and escalation procedures.
- Identify operational risks, systemic issues, internal control weaknesses, documentation gaps, inconsistent practices, and areas requiring corrective action.
- Conduct quality assurance reviews of completed site visits, field visit logs, tenant event documentation, closeout letters, owner communications, and related records.
- Test internal controls to determine whether procedures are operating as intended and whether additional safeguards, documentation standards, or process improvements are needed.
- Review samples of project files, correspondence, reports, system entries, and work products for accuracy, completeness, consistency, and alignment with agency standards.
- Prepare audit reports summarizing findings, risk areas, corrective actions, responsible parties, response deadlines, and resolution timelines.
- Track corrective action plans from issuance through completion and confirm that resolution steps are documented, completed, and aligned with HCR expectations.
- Review whether required notices, reports, logs, uploads, and supporting documentation have been completed and maintained in the appropriate agency systems.
- Support risk-based audit planning by helping prioritize reviews based on project performance, occupancy trends, financial concerns, prior findings, owner responsiveness, and regulatory exposure.
- Generate audit summaries, tracking reports, dashboards, and executive briefings highlighting audit results, unresolved issues, corrective action status, and matters requiring leadership attention.
- Support the development and refinement of audit tools, checklists, internal review templates, workpapers, tracking logs, and standardized reporting formats.
- Assist with the review and revision of field inspection forms, audit checklists, owner communication templates, internal tracking tools, and written procedures.
- Provide staff with guidance on audit preparedness, documentation organization, use of checklists, record maintenance, and proper use of approved systems.
- Monitor adherence to established policies and escalate repeated deficiencies, execution gaps, or unresolved issues to the appropriate supervisor or Vice President.
- Support internal reviews related to LIHTC, HOME, HTF, Section 8, RAD, Mitchell-Lama, and other HCR program requirements.
- Participate in internal meetings related to audit findings, corrective action plans, policy updates, operational improvements, risk areas, and process changes.
- Summarize and apply established agency procedures, program requirements, policy directives, and operational expectations in connection with internal audit work.
- Identify opportunities to streamline workflows, strengthen internal controls, improve documentation consistency, reduce errors, and enhance statewide portfolio oversight.
- Support special internal review projects assigned by leadership, including targeted audits, risk-based reviews, process improvement initiatives, and portfolio-level assessments.
- Maintain organized audit files, workpapers, logs, supporting documentation, and resolution records in accordance with agency standards.
- Perform other related duties as assigned
Qualifications:
- Requires minimum of 3-5 years’ experience in property management of affordable housing or closely related field, which may include real estate finance and/or accounting or business administration.
- Bachelor’s degree in real estate finance, accounting, or business administration, preferred.
- Excellent analytical, organizational, problem-solving, computer & communication (oral & written) skills are essential.
- Certification and/or proficiency with HUD 4350 Requirements and Low-Income Housing Tax Credit Program Compliance, preferred.
- Proficiency in Microsoft Office (Word, Excel, and PowerPoint) are essential.
- Occasional overnight travel and a valid NYS driver’s license are required.
- Physical capacity to perform unrestricted travel and conduct building, unit inspections and on-site regulatory compliance audits.
