About the Role

The Procurement Department has an exciting opportunity available to work on cutting-edge technology solutions that power our organization's success! The ideal candidate will be flexible, work with integrity, and demonstrate professional and ethical behavior with fair and transparent decision-making.  The individual will be able to work both independently and collaboratively under the Emerging Technology and Commodities and Services division. The candidate will have a diverse portfolio consisting of all phases of public sector procurement, including but not limited to reviewing license agreements, developing bids & RFPs, evaluating offers and negotiating prices and contract terms, etc. The selected individual will also be comfortable accessing and using technology based recording and reporting systems to enter and analyze information.  

Responsibilities

Under the supervision of the Manager for Technology Acquisitions Roles and responsibilities will include but are not limited to:

  • Lead end-to-end procurement activities for technology-related goods and services, including software, hardware, cloud solutions, telecommunications, and IT professional services;
  • Manage relationships with strategic technology vendors and serve as the primary point of contact for procurement-related matters;
  • Collaborate with IT, cybersecurity, legal, MBD, Audit and internal stakeholders to align procurement strategies with organizational objectives;
  • Review and mitigate contractual, operational, and supplier-related risks;
  • Analyze requisitions, scopes, price sheets and solicitation documents to ensure clarity and completeness;
  • Conduct the solicitation process utilizing various procurement methods (bids, government piggybacks, sole sources, RFPs, etc.);
  • Analyze and incorporate partner department input to vendor proposals, subscription and license agreements and other related documents for responsiveness, accuracy, and completeness;
  • Contribute to ongoing efforts related to ihub initiatives and AI exploration and expansion; and
  • Build competency in an assigned secondary procurement category such as commodities and services and act as a backup resource to ensure operational resilience and continuity of knowledge.

Minimum Qualifications

  • At least 5 years of experience in procurement, sourcing, vendor management, technology purchasing or related field
  • Excellent oral and written communication skills
  • Experience in developing and maintaining project schedules
  • Ability to communicate and build effective relationships internally and externally 
  • Experience in managing a large, diverse workload within tight time constraints and with a strong customer-service orientation

Desired Qualifications

  • Bachelor's degree in Business Administration, Supply Chain Management, Information Technology, Finance, or a related field
  • Knowledge of best practices in public procurement inclusive of strategic sourcing methods
  • Working knowledge of key technology agreement constructs such as Cloud based, End User License, Maintenance & Subscription agreements
  • Comfortable navigating and effectively using Electronic Procurement and sourcing tools such as AVM
  • Experience in comprehending, reviewing and drafting contracts, including key components such as scopes of work, price forms, etc.  
  • Familiarity with authorization guidelines
  • Strong decision-making skills, problem solving
  • Market research and negotiation skills

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

 ​

Minimum: $90,012   Midpoint: $117,018   Maximum: $144,014

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
