Duties

The incumbent serves as a principle advisor to the Chief and Deputy Chief, Taxpayer Services on a wide range of high-level and sensitive issues and is responsible for providing policy-level technical analysis and advice on tax administration (processing, research, compliance, and customer service) issues.

Qualifications

You must meet the following requirements by the closing date of this announcement.
As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.
Mandatory Technical Qualifications (TQs):

In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled in your resume. Your résumé must show that you possess the following TQs:

  1. Ability to research and interpret IRS systems, including Integrated Data Retrieval System (IDRS), Accounts Management Services (AMS), Corresponding Imaging Inventory (CII), Compliance Data Warehouse (CDW), Employer User Portal (EUP) to view MeF returns, and Work Request Management System (WRMS).
  2. Ability to make determinations on the resolution of individual and/or business tax accounts and carry out a full range of administrative and technical assistance using tax law, the IRM, the IRC, SERP, tax regulations, practices, tax forms, notices, bills and other documents that will provide viable options for taxpayers to meet their tax obligations.
  3. Experience in strategic negotiations and strong consulting skills with the ability to advise and make recommendations in both positive and negative situations and produce the best outcome.
  4. Knowledge of the legislative process and ability to analyze and predict the impact of proposed legislation and advise on its ramifications to customer service programs.
