Summary
This position is located in the Division of Finance, Disbursement Operations Section and serves as a technical expert responsible for carrying out plans, projects and reports necessary in support of the administration, operation and maintenance of an accounting corporate financial information system.

Duties
- Serves as a subject matter expert and provides technical accounting expertise by examining professional authoritative accounting and auditing literature and emerging trends and techniques in the accounting profession on issues confronting the Corporation.
- Represents the section in conferences, panels, forums, and meetings with Corporation staff, professional groups, financial institutions related to highly complex financial issues and systems; interacts with failed bank management, employees and customers as needed.
- Serves as NFE and CHRIS-HR Supplemental Payment System subject matter expert to provide technical testing support for NFE upgrades and CHRIS-HR SPS upgrades. Provide guidance to the DOF NFE Servicing and Control Section and IBM Contractors in circumstances in which SPS processing issues require technical intervention to resolve the problem.
- Develops analytical, accounting or financial reports in response to special assignments and requests. Identifies and resolves problems which may adversely impact on the completion of assignments and develops recommendations as necessary. Structures necessary papers, schedules, and supporting documentation when reporting results of studies or analysis. Prepares worksheets and schedules to support financial statements, analytical reports, trial balances and reconciliations.
- Supports the coordination of activities associated with the design, development, installation, and implementation of the current New Financial Environment (NFE) or advanced design of a new system. Suggests changes to be made which can improve the design and operation of the system.
- Disbursement Operations Section (DOS) subject matter expert for the year-end supplemental W2 process.
- Responsible for reviewing and approving payments in the Supplemental Payment System (SPS) system, and following up with the SPS processor and creating and reviewing monthly reconciliation reports for Supplemental Payment System (SPS) accounts.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:
1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as (1) analyzing accounting and financial issues and recommending corrective action; (2) preparing general ledger and bank account reconciliations; (3) preparing and generating the Supplemental W2 process; and (4) preparing quarterly FICA refund process.

Salary reflects a pay cap for this position of $257,500.
