Position Description:
CGI Federal is seeking an experienced SBIR Procurement Lead Director to serve as the senior acquisition and federal contracting subject matter expert supporting our SBIR Programs team. This strategic leadership role influences SBIR Phase III pursuits at their earliest stages by helping shape acquisition strategies, contract structures, and procurement approaches that improve competitiveness, accelerate awards, and maximize long term value for both clients and CGI. Working across Business Units, the Strategic Operations Group, Opportunity Pursuit Leads, and executive leadership, you will provide expert guidance on federal acquisition strategy, proposal development, and client engagement. Your expertise will help strengthen Phase III capture efforts while building repeatable contracting best practices that expand CGI Federal's institutional capability across the enterprise.
Candidates proximate to a CGI office in the US will be considered. CGI utilizes a hybrid model and CGI partners should be prepared to work in a local CGI office or client site, as needed.
Your future duties and responsibilities:
-Serve as CGI Federal's senior acquisition and federal contracting subject matter expert for SBIR Phase III pursuits, providing strategic guidance from early opportunity identification through award
-Advise Business Unit leadership, Opportunity Pursuit Leads, and the SBIR Growth Leader on acquisition strategies, contract structures, funding approaches, and procurement pathways that improve competitiveness and accelerate award timelines
-Shape unsolicited SBIR Phase III proposals by providing expertise on contract type selection, CLIN development, periods of performance, option strategies, and overall acquisition design
-Review and strengthen proposal artifacts, requirements documentation, PWS/SOW/SOO language, CDRLs, deliverables, and supporting justification materials to ensure acquisition readiness and contracting defensibility
-Partner directly with federal clients to educate program and acquisition stakeholders on SBIR Phase III authorities, helping organizations confidently evaluate and execute compliant acquisition strategies
-Develop reusable templates, playbooks, checklists, and best practices that improve consistency, scalability, and institutional knowledge across CGI Federal's SBIR pursuit activities
-Provide guidance on SBIR data rights, intellectual property considerations, and applicable FAR and agency specific acquisition regulations throughout the capture and award lifecycle
-Collaborate with internal Contracts, Legal, Business Unit leadership, and executive stakeholders to resolve complex acquisition challenges and strengthen enterprise-wide contracting capabilities
-Monitor evolving SBIR legislation, acquisition policy, and federal contracting trends while representing CGI Federal at industry events, conferences, and client engagements
Required qualifications to be successful in this role:
-Prior experience as a Federal Contracting Officer (or Contract Specialist with commensurate depth) with warrant authority or equivalent decision-making responsibility
-Strong working knowledge of the FAR, agency supplements, and federal acquisition strategy development
-Experience supporting innovation focused acquisition authorities, including OTAs, BAAs, CSOs, or other non-traditional procurement approaches
-Experience working within federal capture, business development, or strategic growth organizations
-Ability to support pursuits across a wide range of federal executive branch agencies, adapting to varying agency acquisition cultures, FAR supplements, and mission contexts
-Excellent written communication skills, with proven ability to draft and review acquisition related documentation from an industry perspective
-Strong analytical, communication, and leadership skills, with the ability to influence and collaborate effectively across diverse teams and stakeholders
Desired qualifications/non-essential skills required:
-Experience supporting SBIR Phase III acquisitions from government, industry, or an agency SBIR/STTR Program Office
-Professional acquisition certifications such as FAC C Professional/Senior, DAWIA Practitioner/Advanced, NCMA CFCM, or CPCM
-Demonstrated experience with both stand alone contracts and contract vehicles (BOAs, IDIQs, GWACs, MACs, or similar), including their structuring, award, and administration

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $113,400.00 $251,100.00.
