Hourly Wage: $24.44/Regular/Full-Time
Location: Toppenish
Responsible for performing a variety of highly specialized administrative office support work in Administration. Plan and organizes the office workflow to meet deadlines according to established policies and procedures. Develops and maintains record keeping system: Develops and maintains financial documents; provides confidential administrative services. Greets and provides assistance to the public; Yakama Nation program needs, coworkers and various outside agencies. Incumbent is responsible for the financial activities associated with processing, coordinating and managing various federal, state and tribal funded grants and contracts for the Yakama Nation YKFP Program. Responsible for performing a professional operating level of financial and compliance monitoring of various complex grants and contracts, assuring needs are met for fiscal audit to complete financial statements. Incumbent is responsible for making day-to- day decisions relative to the accounting treatment of financial transactions. The scope and magnitude of responsibilities and possible ramifications for decisions made affect the overall fiscal operations of the program and require an in-depth knowledge in accounting principles and theories involving grant and contract laws, regulations, policies, procedures associated with federal, state and tribal funded programs. Must be experienced in construction management oversight which includes but not limited to change directives, Davis Bacon, Construction AIA documents General Conditions of Contract for Construction and Architect AIA documents, and Tribal TERO requirements and all required license, permits, etc.
Examples of Work Performed:
Determines necessary work products and oversees day-to-day work activities.
Duties include contract administration and termination of grants and contracts; cost accounting principles, theories, concepts, and practices in variety of difficult and complex accounting problems associated with the grants and contracts funding
Knowledge, Skills and Abilities:
Coordinates activities associated with the preparation of various budgets for grants and contracts proposals.
Provide assistance and advice regarding complex and unusual problems, making special studies and analysis of various grant and contract accounting problems; collects and assembles data; prepares recommendations for solutions.
Utilize the NOAA, RCO, BPA electronic programs for online submittal of budget proposals, equipment inventory, status reports, annual reports, modifications and amendments.
Familiar with the processing of invoices, purchase orders, travel authorizations process and ability to run general ledger reports on the Yakama Nation's D365 software.
Skilled in analyzing and solving complex accounting and financially related problems for the purpose of financial accountability and maintaining the accuracy of cost systems.
Skill and ability to demonstrate logic and analytic ability to properly record, correct, and document financial discrepancies.
Ability to establish internal control systems to verify and document those financial reports are accurate and correct; and that all financial documentation is consistent and thorough.
Ability to perform work independently, maintaining a high level of professionalism and adherence to strict professional and ethical standards to safeguard Yakama Nation's financial interests.
Ability to demonstrate a high degree of personal integrity and maintain strict confidentiality.
Ability to manage multiple complex accounts and manage competing deadlines.
Ability to remain flexible to changes in assignments or situations, priorities and handle frequent interruptions.
Ability to communicate effectively.
Ability to maintain excellent time and attendance to meet program goal and objectives.
Ability to plan, organize and develop personal workload independently and allocate time to the appropriate project accounts.
Minimum Requirements:
Bachelor's Degree in Accounting. Business Administration or related field or have five years of experience with the development or litigation quality cost documentation reports or equivalent to a Lead Accountant.
Required to pass a pre-employment drug and alcohol test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.
