    SALARY AND EMPLOYMENT:                            250 day employment term based upon degree plus approved supplement    Harrison County Professional Salary Schedule

    SELECTION:                                                             The position is filled by the Board of

    Education upon recommendation of

    the Superintendent of Schools

    MINIMUM QUALIFICATIONS: The successful applicant for this position must possess and/or show evidence of the following:

    • Possess Bachelor's or Master's Degree with a major or minor in accounting (at least 24 semester hours of accounting, CPA preferred)
    • Possess minimum of 3 years financial statement preparation and/or auditing experience
    • Demonstrate knowledge of Generally Accepted Accounting Principles for governmental entities and requirements of the Governmental Accounting Standards Board (GASB)
    • Working knowledge of the West Virginia Department of Education's Office of School Finance regulations
    • Demonstrate proficiency in data processing including but not limited to: Microsoft Word Processing and Excel Spreadsheets
    • Demonstrate knowledge to interpret and relate financial documents, school law, state board policy, and federal education law and policy
    • Demonstrate accounting skills necessary to understand and perform employee payroll and related functions, accounts payable, bank reconciliation, general ledger entries, school audits, capital asset reporting, and all aspects of purchasing.
    • Demonstrate ability to perform multiple office operations in a highly organized, accurate, systematic, productive and professional manner while meeting multiple deadlines
    • Demonstrate ability and desire to work independently and complete assigned duties in a timely and accurate manner

    FUNCTIONS AND DUTIES:

    1. Assists the Chief School Business Official with all financial accounting functions
    2. Perform cash management and general ledger reconciliations, including bank reconciliations with cash balances in West Virginia Education Information System (WVEIS); general ledger accounts relating to monthly and quarterly financial reports; and payroll related benefit reconciliations  
    3. Reviews financial transactions and applies accounting theory and principles to ensure compliance with GAAP/GASB and applicable laws, rules, policies, and procedures
    4. Performs accounting functions, including but not limited to:  payroll, accounts payable, the encumbrance system, accounts receivable, employee benefits, purchasing, budget account reconciliation, and reports
    5. Assists with the development of improved financial accounting procedures to meet the various guidelines as established by GAAP and other federal and state regulatory agencies
    6. Assists with purchasing and ensure compliance with related written rules and regulations
    7. Assists with monthly and annual financial reports and statements
    8. Assists in establishment, monitoring, and analysis of budgets
    9. Assists project directors with budget preparations and monthly financial reports.
    10. Coordinate and manage individual school audit teams, conduct audits, and prepare written annual reports
    11. Supervises the collection and review of monthly and annual financial reports from the individual schools
    12. Utilizes computer programs to accomplish tasks and improve office efficiency
    13. Maintains positive work habits and display of positive and professional attitude
    14. Demonstrates tact and courtesy and assure confidentiality of information
    15. Completes any other duties as assigned by the Treasurer and/or Superintendent
