This position is responsible for leading end to end less complex procurement from inception to award, contract management and vendor performance, reviewing procurement requests; creating and analyzing bid documents; acquiring goods and services including construction for the Region. Prepares and the releases open competitive public procurements including but not limited to tenders and proposals. Assisting in the development and facilitation of department led quotations.
WHAT YOU'LL BE DOING
- Provides procurement support to customers regarding best procurement methods to use, most cost-efficient processes, development of scope of project, evaluation criteria, scoring and methodology.
- Develops prepares and reviews requests for tenders/proposals, contracts and requests for
- information; ensuring compliance to procurement By-law, policy, trade agreements CFTA, CETA, OQCTA and legislative requirements.
- Coordinates tendering, requests for proposals and requests for information process including participating in bidder meetings, determining scope of advertising, analyzing submissions, checking that all mandatory requirements are met, participating as a member of bid evaluation committees and recommending contract awards.
- Procures goods and services including construction utilizing various RFX bid process.
- Reviews and monitors procurement methods and contracts for goods and services.
- Conducts procurement activities ensuring due diligence and compliance with the Region’s Procurement By-law and procedures and agreements.
- Reviews and finalizes bid documents for the purpose of issuing for competitive bidding.
- Reviews requests for various services and commodities and determines the best method of procurement.
- Facilitates bid Question & Answer responses, awards, support the execution of agreements, purchase orders and related documentation ensuring all legal requirements and standards are met.
- Administers the procurement process from beginning to end including conducting bid closing analysis, facilitates bid evaluation process and prepares award memorandum identifying the recommended supplier for the award of the procurement for approval by the Director and other applicable authorities.
- Ensures maximum competition is achieved while ensuring that quality and performance standards are maintained.
- Prepares contract award memoranda recommending the top-ranking supplier for award and circulates for approvals in accordance with the Procurement Bylaw and corporate signing authority matrix.
- Notifies successful supplier of selection and collects all required pre-conditions of award.
WHAT WE'RE LOOKING FOR
- Successful completion of a Community College Diploma in Business Administration, Supply Chain or related field or approved equivalent combination of education and experience.
- Minimum three (3) years procurement experience in a buying role including experience with electronic procurement platforms.
- Enrolment in the professional certification programs of the National Institute of Governmental Purchasing Inc. (NIGP); or Universal Public Procurement Certification Council (UPPCC) or Supply Chain Canada’s Certified Supply Chain Management Professional (CSCMP), Principals of Effective Public Purchasing (OPBA) or approved procurement program equivalent
- Demonstrated knowledge of and experience in procurement principles, practices, methods, contract law and related legislation, and tendering process.
- Demonstrated ability in the Region’s core competencies.
