Description of Work

The Procurement Specialist II position reports directly to the Procurement Manager of the Office of Procurement, Contracts, and Grants and is responsible for the procurement of services and more highly specialized and/or technical commodities.
Job responsibilities include the following:
• Review authorized requisitions
• Determine the appropriate acquisition procedure (quote, bid, forward to State Purchase and Contract or Statewide IT Procurement) based on nature of requisitioned item and dollar amounts
• Issue purchase orders and coordination of execution of purchase agreements
• Prepare complex, higher risk, commodity, material, and equipment procurements and less complex, lower risk service procurements; coordinate bid evaluations, review & process requests for waivers
• Analyze quotes or bids received to determine bidders' responsiveness to requirements
• Coordinate selection activities and recommend award
• Conduct site visits/pre-bid conference, Virtual bid openings, and/or performance meetings
• Review & Process amendments
• Support end-users during requisition process

Salary Grade Range $47,703 - $83,479

Recruitment Range $47,703 - $65,263

**Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours**

About the DHHS Office of Procurement, Contracts, and Grants
The Division of Property and Construction supports the North Carolina Department of Health and Human Services by managing its statewide facilities portfolio, which includes 18 state-operated campuses totaling over 7.7 million square feet and 148 leased properties covering approximately 1.2 million square feet. The division provides maintenance, housekeeping, and grounds services for the Dorothea Dix Campus and basic maintenance and grounds support for the Governor Morehead School. It also oversees the Department’s Capital Improvement Program, managing repair and renovation efforts as well as new capital projects from planning through close-out.

Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
