The Procurement Manager/Team Lead is responsible for fostering a high-performing, accountable, and service-oriented team environment that supports the organization's procurement objectives. Key departmental objectives include:
Provide employees with frequent, timely, and constructive feedback regarding job performance, including interim evaluations when appropriate, to support professional growth and continuous improvement.
Develop and mentor staff by identifying training needs and facilitating opportunities to acquire the knowledge, skills, and abilities necessary to achieve individual and departmental goals.
Ensure Employee Work Profiles (EWPs), performance evaluations, and related documentation are completed accurately and submitted within established deadlines.
Address performance concerns promptly, professionally, and consistently, with appropriate documentation and corrective action plans when necessary.
Conduct regular supervision and performance management activities in compliance with organizational policies, procedures, and applicable statutory requirements.
Promote employee engagement, accountability, and excellence through effective leadership, communication, coaching, and recognition.
Foster a safe and healthy work environment by encouraging compliance with workplace safety standards and promoting risk awareness across departmental operations.
Support organizational initiatives aimed at reducing employee work-related and non-work-related injuries, illnesses, and lost work time through proactive safety practices and employee wellness efforts.
Create a culture of continuous improvement, teamwork, and customer service that enables the department to meet operational goals and deliver exceptional procurement support to stakeholders.
REQUIRED QUALIFICATIONS: Experience in state and contract law, rules and regulations, must have 1-3 years of supervisory
experience and must have a clear understanding of technology and e-commerce systems.
PREFERRED QUALIFICATIONS: Knowledge and experience with automated financial systems, technology procurements and e- procurement. Knowledge and experience of various commodities in procurement. Knowledge of interpreting applicable federal and state laws and regulations.The supervisor is responsible for ensuring that annual position requirements are communicated to the employee and for evaluating the employee's compliance with those requirements during the annual performance review.
Employees who do not possess a Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO) certification at the time of hire must obtain the appropriate certification within two (2) years of employment.
In addition, all mandatory training courses must be completed within the required timeframes.
Salary range $80,000 - $90,000.
